Discuss cnsued regarding language of Section S.d (Attachment A) far signs dis- played during meetings; with cansensus being and supported by City Attorney Gaughan that current language was sufficient unless a future problem was en- countered at which time it cauld be addressed. Mayor Roe questioned if there was any benefit in publically posting a code of conduct or rules of decorum for public information. Councilmember McGehee suggested that the handout pravided by Mayor Roe be included in training or packet materials for Commission Chairpersons; with Councilmembers and Mayor Roe concumng. b. Discussion of City Cauncil Liaisons A bench handout, attached hez�eta and made a part hereaf, provided an updated list of current memberships; with Mayor Roe briefly reviewing those memberships. Councilmember McGehee expressed her interest in use of task forces; and ques- tioned the need to confine Councilmembers to two in order not to violate Open Meeting Laws. City Attorney Gaughan and Mayor Roe noted that any more than two Coun- czlmembers consisted of a quorum and became a public rneeting requiring formal notice and availability for the public to attend. Mayor Roe noted the need to have further discussion on those on the City Manag- er Review Task Force in the future; and since Councilmembeir Johnson advised that he was removing himself from that task iarce at this time; Mayor Roe advise� that he, as mayor, and Councilrnember McGehee would serve in that role. c. D#scussion of Special Meetings for Strategic Planning City Manager Malinen suggested a future meeting to discuss the 2013 cycle for decision-making, since the 2013 preliminary budget was already in place as part of the biennial budget process. However, Mr. Malinen noted the need for identi- fying items affected by resources. Mr. Malinen suggested those strategic plan- ning discussions for several Mandays without scheduled meetings of the City Council. At the rec�uest of Mayor Roe, City Manager Malinen clarified that the format would be similar to that used for last year's strategic planning rneetings; including both strategic and long-range planning.
