City of Roseville Emergency Operations Plan and Terrorism Annex <br />C. Emergency Action Levels — Natural Disaster —(National Weather <br />Service) <br />1. Watch — Indicates that conditions are favorable for severe weather. Emergency <br />personnel are notified and may be placed on standby. <br />2. Warning — Indicates that an actual event is taking place. The EOC may be <br />partially activated or fully activated based on perceived need. <br />3. Impact — A significant event has occurred, which exceeds the day-to-day <br />operational capabilities of emergency personnel and city staff. This will result in a <br />full activation of EOC. <br />4. Recovery — An even has talcen place. The EOC will be maintained to continue to <br />coordinate response and recovery activities as needed. <br />D. National Terrorism Advisory System <br />The National Terrorism Advisory System, or NTAS, replaces the color-coded Homeland <br />Security Advisory System (HSAS). This system will more effectively communicate <br />information about terrorist threats by providing timely, detailed information to the public, <br />government agencies, first responders, airports and other transportation hubs, and the private <br />sector. <br />It recognizes that Americans all share responsibility for the nation's security, and should <br />always be aware of the heightened risk of terrorist attack in the United States and what they <br />should do. <br />Imminent Threat Alert - Warns of a credible, specific, and impending terrorist threat <br />against the United States. <br />Elevated Threat Alert - Warns of a credible terrorist threat against the United States. <br />Orqanization and Assiqnment of Responsibilities <br />The following departments and agencies are assigned the listed responsibilities and <br />emergency functions. The functions apply to all parts of this EOP unless a specific part is <br />designated. Each arganization will develop and maintain its own SOP, which will be applied <br />when carrying out any part of the EOP. <br />A. City Executive Offices <br />1. Provide overall command and control of emergency response actions (Emergency <br />Response Director and Mayor's Chief of Staf�. <br />2. Declaration of a local emergency (Mayor). <br />3. Keep recards of expenditures and obligations in emergency operations. <br />4. Submit local government reports to the appropriate county, state and federal <br />offices. <br />:� <br />
