City of Roseville Emergency Operations Plan and Terrorism Annex <br />11. Provide an emergency potable water supply. <br />12. Provide for damage assessment of public property and certain non-profit <br />organizations. <br />13. Serve as a liaison with major industries. <br />H. Public Information <br />1. The Public Information Officer will develop press releases. Releases will be <br />issued from an established media information center. The Public Information <br />Officer will brief the Mayor so the Mayor, on behalf of the Council and City, can <br />deliver the press release if so desired. <br />2. As soon as practical and appropriate, information should be released that includes <br />information on: <br />i. The status of the emergency <br />ii. Evacuation and safety measures <br />iii. Location of shelters <br />iv. Red Cross care centers <br />v. City services <br />vi. Volunteer needs, staging areas and equipment to bring <br />1. Building/Inspections <br />1. Report to location designated by the Public Works Directar, probably engineering <br />office, unless damaged. <br />2. Establish telephone or radio communication with Public Works Director. <br />3. Contact inspection staff and instruct them to report to your location. <br />4. Organize and conduct a"windshield survey" of damaged areas, determining <br />nature, extent and boundaries of damaged area. Advise Public Works Director of <br />your findings. Check/compare to the results of the Red Cross Windshield Survey <br />Teams. <br />5. Properly mark and post severely damaged structures to prevent occupancy. <br />6. If necessary, organize a building-by-building inspection. <br />i. May require help of other community inspectors—work through Public <br />Works Director. <br />ii. Instruct staff to bring hard hat, flashlight, clipboard and identification. <br />iii. Develop or utilize a standard inspection checklist. Mark and post each <br />building inspected. <br />iv. If damage area is extensive, divide into areas and assign Roseville <br />inspector in charge of each area's inspection. <br />7. Keep accurate records and maps of all inspections to aid in later dollar damage <br />estimates and for future reference. <br />8. Determine if changes to policy or ordinance are needed. <br />i. Rapid contractor licensing <br />ii. Waiving requirements for some permits or fees <br />iii. Advise office staff of any changes in writin� <br />�� <br />
