Department Approval <br />� <br />Item Description <br />BACKGROUND <br />��� <br />�.- <br />REQUEST FOR COUNCIL ACTION <br />Date: 1/28/13 <br />Item No.: 7.p <br />City Manager <br />Receive Feasibility Report and Order Public Hearing for Public Improvements at <br />3040 Hamline Avenue <br />At the November 19, 2012 meeting the City Council authorized the preparation of a feasibility study <br />for the Construction of Public Improvements at 3040 Hamline Avenue. These public improvements <br />are to extend public water and sanitary sewer to serve two lots to the north of 3040 Hamline Avenue <br />that were created on September 27, 1993. These lots do not have public water and sanitary sewer <br />available to provide service to the lots. <br />The property owner, Thomas Willmus, submitted a petition to the City Council requesting that the city <br />install public water and sanitary sewer to serve these two lots. <br />Attached is a copy of the lot survey and a preliminary plan developed by Loucks and Associates <br />�� showing the lots and the proposed improvement. Each parcel will have access to Hamline Avenue, via a <br />private road on a shared access easement across 3040 Hamline Avenue. The water and sanitary sewer <br />main would be extended to serve these lots from the existing mains on Hamline Avenue. <br />POLICY OBJECTIVE <br />The feasibility report details the proposed design, neighborhood impact, estimated cost and proposed <br />funding for the construction of these public improvements. Assessment for the improvements shall be <br />100% of the cost of the improvements. <br />i �� FINANCIAL IMPACTS <br />Consistent with the city assessment policy, it is proposed that 100% of the cost to construct the sanitary <br />sewer and watermain will be assessed to the petitioner. <br />STAFF RECOMMENDATION <br />. Staff recommends that the City Council receive the feasibility report and order a public improvement <br />, hearing for the Construction of Public Improvements at 3040 Hamline Avenue for February 25, 2013, at <br />, 6:00 p.m. <br />.
