PROPOSED CONSTRUCTION <br />General Comments <br />City staff will work closely with the petitioner on the timing for this project. Preliminary plans <br />were developed by Loucks and Associates showing the new home lots and the proposed <br />improvements. Staff will use the preliminary plans to develop a final design plan for <br />construction should this project be approved for construction by the City Council. <br />If unsuitable material is encountered during construction, it will be removed and replaced with <br />suitable backfill material. Any area that is disturbed by construction will be restored. <br />It will be necessary to remove trees in the utility easement area. <br />Special Considerations <br />A. Street <br />In order to complete the utility work, the entire width of Hamline Avenue will need to <br />be torn up. Ramsey County will require a full width patch for restoration. Over the <br />years, Ramsey County has completed a number of overlay projects on this road. For <br />purposes of estimating, the following assumptions were made regarding restoration of <br />Hamline Avenue: <br />• At least 12 inches of bituminous pavement. <br />• At least 12 inches of class 5 base. <br />• A 45 ft by 45 ft patch will be required for this utility project. <br />Also, because of the traffic volumes, a traffic control plan will need to be submitted to <br />Ramsey County for approval. Efforts will be taken to keep the road open during <br />construction. However, it may be necessary to detour the road for construction. <br />1. Erosion Control <br />As part of the project plans and specifications, staff is required to prepare a storm water <br />pollution prevention plan (SWPPP) for the purposes of enforcing erosion and sediment <br />control rules. The SWPPP will include erosion and sediment control methods that will <br />be implemented throughout the project. Silt fence, bio-rolls, and other best <br />management practices will be utilized where direct runoff might occur. Street sweeping <br />will occur, as needed. Exposed soils and aggregate material will be watered as needed <br />as a dust-control measure. An erosion and sediment control plan sheet and storm <br />water pollution prevention plan will be created during the design phase of this project. <br />After utility work is completed, sod will be placed as the permanent turf establishment <br />in all disturbed areas. <br />The City, in coordination with the watershed district, will closely monitor all erosion and <br />sediment control measures throughout the construction process.
