Department Approval <br />� ����-. <br />Item Description: <br />BACKGROUND <br />�� <br />„�,, 1 � � � <br />REQUEST FOR COUNCIL ACTION <br />Date: O1/28/2013 <br />Item No.: 7.h <br />City Manager Approval <br />Approval of annual contract renewals between the Roseville HRA (RHRA) <br />with the City of Roseville for fiscal support, support staff, and Executive <br />Director services for 2013 <br />Annually, the City and HRA enter into contracts for the use of City employees for financial and <br />administrative support staf£ As the City Council is aware, the 2013 HRA budget has provided funds to <br />expand the hours for administrative staff support and for the Housing Program Manager. These <br />additional costs are reflected in the 2013 contracts. The cost for the HRA staff services are provided <br />from the Roseville HRA budget. Information about the contracts is detailed below. <br />City Fiscal and Staff Services Contract: <br />The contract for the use of Roseville's Finance Department to act as the HRA Fiscal Agent is 5% of the <br />total HRA administrative budget. For 2013, the HRA administrative budget is $174,538.00 which <br />includes the staff costs, fees, memberships and subscriptions and training. The iiscal fee based upon <br />the contract would be $8,727.00 for 2013, which will be a prorated quarterly transfer from the HRA <br />Fund to the City's General Fund. The contract dates and amounts have been revised; however, all other <br />items remain the same as 2012. <br />The costs for administrative support services by the Community Development Department Assistant <br />include charges related to assistance with the planning and operation of the Living Smarter Home and <br />Garden Fair. HRA Administrative support by the Department Assistant will be increased this year to 20 <br />hours weekly (previously it was 8.5 hours a week) or 1,040 hours annually due to the expanded <br />workload planned to be undertaken by the HRA. This action will now make the Department Assistant <br />full time from 29 hours per week to 40 hours weekly. The funding for the other half of this position <br />continues to be funded through the Community Development Fund. The annual contract amount for <br />HRA services are estimated to be a maximum of $30,345 (salary and benefits) and will be a prorated <br />quarterly transfer from the HRA Fund to the City Community Development Fund. <br />In addition to normal administrative services, the RHRA also utilizes a Housing Program Manager. <br />This position will be made full-time from a part-time (29 hours per week) in 2013 due to the expanded <br />workload of the HRA.
