Mayor Roe opined that <br /> the City was now on target to achieve that. However, in order to do so, Mayor <br /> Roe noted that sometime it needed to be initiated, thus the action of the City <br /> Council over the last two (2) years, even though a difficult decision for all in- <br /> volved. <br /> Councilmember McGehee thanked Councilmember Johnson for his support; <br /> however, specific to water rates, real costs needed to be addressed and a busi- <br /> ness model adopted moving forward; and an organizational philosophy that eve- <br /> rything could be accomplished under the CIP was not sufficient. <br /> Councilmember Johnson concurred with Councilmember McGehee; but reiter- <br /> ated that things now were in place to achieve results. <br /> Roll Call <br /> Ayes: Pust; Johnson; Willmus; McGehee; and Roe. <br /> Nays: None. <br /> c. Approve Resolution Adopting City Assessment Policy <br /> City Engineer Debra Bloom provided a summary of the recommendation for <br /> approval of the revised City Assessment Policy as outlined in the RCA dated <br /> December 10, 2012. <br /> Pust moved, Willmus seconded, adoption of Resolution No. 11037 (Attachment <br /> D) entitled, "Resolution Adopting Special Assessment Policy. <br /> In response to Councilmember McGehee, Ms. Bloom reviewed how assess- <br /> ments may work for regional improvement projects and determination of benefit <br /> areas as defined and part of the feasibility report based on appraised values. <br /> Ms. Bloom opined that this would provide flexibility in the overall project re- <br /> view and enable a better methodology. <br /> Roll Call <br /> Ayes: Pust; Johnson; Willmus; McGehee; and Roe. <br /> Nays: None. <br /> Mayor Roe thanked the PWETC for their review of and recommendations for <br /> revisions to the Assessment Policy. <br /> d. Approve Contract for Civil Legal Services <br /> City Manager Malinen reviewed negotiations with the selected law firm to pro- <br /> vide civil legal services to the City, as authorized at the December 3, 2012 City <br /> Council meeting. <br />
