Regular City Council Meeting <br /> Monday,January 28, 2013 <br /> Page 21 <br /> Moving forward, Councilmember Etten noted that installing sidewalks or path- <br /> ways on roads during reconstruction, while perhaps not deemed a priority, was <br /> still more cost-effective than retrofitting roads at a later time. Councilmember Et- <br /> ten used County Road B and safety issues as an example affecting connectivity <br /> and timing concerns. <br /> Councilmember Laliberte recognized Councilmember Etten's viewpoint; howev- <br /> er, she noted that there was an existing pathway on the north side that served safe- <br /> ty and connectivity concerns. <br /> Motion <br /> Adoption of Resolution No. 11045 (Attachment A) entitled, "Resolution Ordering <br /> the Improvement and Preparation of Plans and Specifications for County Road D <br /> between Lexington Avenue and Victoria Street;" amended to recognize the re- <br /> vised feasibility study; and including installation of a continuous sidewalk <br /> along the south side of the entire County Road D corridor. <br /> Roll Call(Willmus motion as amended) <br /> Ayes: McGehee; Willmus; Laliberte; Etten; and Roe. <br /> Nays: None. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 9:07 p.m. and reconvened at approximately <br /> 9:15 p.m. <br /> b. Consider the 2013 Water Consumption Rate Adjustments <br /> A bench handout entitled, "Attachment C, Alternative 1 —Proposed Water Utility <br /> Rates"was provided, attached hereto and made a part hereof <br /> Finance Director Chris Miller advised that tonight's requested action was a con- <br /> tinuation of City Council discussions held December 3 and December 10, 2012; at <br /> which time 2013 Utility Rates had been adopted with the exception of water con- <br /> sumption rates until staff could gather additional information regarding water <br /> conservation rates and other concerns or issues raised during those discussions. <br /> Mr. Miller noted these discussions were related to ramifications and considera- <br /> tions if the City Council was to revert back to its previous rate structure as op- <br /> posed to adding additional tiers. Mr. Miller advised that the staff report included <br /> that further research and staff recommendations, as well as information from Pub- <br /> lic Works Director Duane Schwartz related to compliance issues if a multi-tiered <br /> rate structure was used versus a uniform rate. <br /> At the request of Councilmember Willmus, Mr. Miller confirmed that the City <br /> Council had adopted a base water rate of$49.50 in 2011, and validated it in De- <br /> cember of 2012 for transparency purposes. <br />
