Regular City Council Meeting <br /> Monday,January 28, 2013 <br /> Page 27 <br /> McGehee moved, Roe seconded, adoption of Resolution No. 11047 (Attachment <br /> G) entitled, "A Resolution Approving a Commercial Greenhouse as an Interim <br /> Use at 691 Larpenteur Avenue (PF13-001);" amended to extend the term of the <br /> Interim Use to five (5) years to expire December 31, 2017, versus the - <br /> recommended three (3)years. <br /> Councilmember Willmus spoke against the motion, speaking in support of the <br /> three (3) year term in accordance with the Planning Commission's recommenda- <br /> tion. <br /> Councilmember Etten concurred with Councilmember Willmus, as long as this <br /> use remained in an LDR-1 Zoning District, with another process available to look <br /> at re-designation and not requiring the applicant to remain in long-term limbo. <br /> Councilmember Laliberte concurred with Councilmembers Willmus and Etten; <br /> noting that during the three (3) year term, the City and the applicant would have <br /> ample time to make a decision whether to restore this to a residential zoning or <br /> apply for a more permanent zoning change. <br /> Mayor Roe spoke in support of a five (5) year term. <br /> Given the lack of a majority, Councilmember McGehee withdrew her motion; re- <br /> iterating her argument that as a community strongly supportive of small business, <br /> this lack of flexibility for a small business and his growing operation, versus a <br /> commercial business, was not consistent. <br /> Willmus/Etten <br /> Willmus moved, Etten seconded, adoption of Resolution No. 11047 (Attachment <br /> G) entitled, "A Resolution Approving a Commercial Greenhouse as an Interim <br /> Use at 691 Larpenteur Avenue (PF13-001)" as presented; with conditions A-F as <br /> detailed in the RCA dated January 28, 2013, including a term of three (3)years. <br /> Councilmember Willmus concurred with Councilmember McGehee in honoring <br /> and supporting local business; however, he noted the need to balance that support <br /> with support for residents and neighbors, stating that protecting the neighborhood <br /> was important to him as well. Councilmember Willmus opined that three (3) <br /> years provided a good amount of time for all parties to determine if this was a <br /> good fit, as well as allowing for a check-in to make sure things were working well <br /> in the neighborhood. <br /> Mayor Roe concurred with Councilmember McGehee's preference for the five (5) <br /> year term, while recognizing neighborhood concerns as well. However, Mayor <br /> Roe used as an example the North Como Church community gardens, with initial <br /> concerns addressed and the use becoming a good neighbor; and anticipated that <br />
