REQUEST FOR HRA ACTION <br />Date:01-15-13 <br />Item No: 9b <br />Staff Approval:Agenda Section: <br />Action <br />Item Description:Approval ofCorridor Development Initiative <br />process for redevelopment of 2325 Dale St. & <br />Dale Street Fire Station.(HF_0117) <br />Requested Action <br />1.0 <br />Approve theCorridor Development Initiative process for the redevelopment of 2325 Dale <br />Streetand Dale Street Fire Station <br />Background <br />2.0 <br />2.1The RHRA closed on the purchase of 2325 Dale Street propertyalong with 4 vacant lots <br />on November 30, 2012. The RHRA has a Memorandum of Understanding (MOU) with <br />the City of Roseville regarding the transfer and redevelopment of the Dale Street Fire <br />Station. In the MOU it is the obligation of the RHRA to work with the surrounding <br />neighborhood and City Council to envision a preferred development for the property. <br />2.2The Corridor Development Initiative(CDI) process is composed of a series of <br />community workshops to engage a range of stakeholders around specific development <br />opportunity sites, and to articulate common values that will guide future development. <br />By incorporating a financial analysis into the development scenarios, the processtakes <br />into accountmarket realities and what types of uses are best suited for the site. <br />The goal of the CDI process in Roseville would be to explore the financial viability of <br />various development scenarios at the 2325 Dale Street/Fire Station site, and to provide <br />recommendations for development objectives for the site. The process would be guided <br />by an Advisory Group. The Advisory Group will define the work plan and timeline for <br />the process, identify the technical supports needed, and oversee the process to assure its <br />success. The neighborhood will be invited to participate in the process, workshops, and <br />outcomes of the preferred development for the sites. <br />2.3The costforthe CDI process is $20,000. The McKnight Foundation has provided a grant <br />of $10,000 to explore opportunities for incorporating affordable housing. <br />Staff Recommended Action <br />3.0 <br />Staff is asking that the RHRA authorize enteringinto the CDI process and accept the grant of <br />RHRA_ Agenda (1-15-13)-Page 1of 1 <br /> <br />
