Attachment B <br />L Wheeler Street Closure Request <br />y <br />February 20, 2013 <br />The City of Roseville developed a Traffic <br />Management Program (TMP) to assist in <br />addressing citizen concerns regarding traffic in their <br />neighborhoods. <br />In 2012, the City received a petition from your <br />neighborhood requesting the permanent closure of <br />Wheeler Street at County Road D. This request is <br />being considered by the city as a 2013 Traffic <br />Management Program construction project. To find <br />out more about this program and the proposed <br />project, you are invited to an information meeting <br />on: <br />Thursday, March 7, 2013 <br />6:00 p.m. <br />Roseville City Hall <br />2660 Civic Center Drive <br />We hope you will be able to attend. If you are not, <br />please consider sending an e-mail or calling to <br />provide your thoughts. <br />Staff is working on design alternatives and cost <br />estimates. Information presented at the meeting <br />will be posted on the TMP webpage the following <br />day. <br />How will the project be paid for? <br />For Traffic Management Program projects, the City <br />of Roseville pays 25% of the construction and <br />installation costs of major strategies while the <br />benefited area is responsible for 75% of the cost. <br />The benefited area is those properties expected to <br />receive the majority of the positive impacts from the <br />proposed traffic management strategy. <br />You are receiving this notice because your property <br />is within the benefited area for this improvement. <br />For this project, the benefited area has been <br />identified as all those properties with frontage on <br />Wheeler St, Shorewood Curve, and Shorewood <br />Lane north of Lydia and south of County Road D. <br />Information regarding the proposed assessments <br />will not be ready until the meeting. <br />How does a Traffic Manaaement Proaram <br />protect get approved? <br />Staff will use the information gathered from the <br />public input meeting to complete the project design <br />and prepare a feasibility study. <br />The feasibility study will be presented to the City <br />Council and they will hold a public hearing to <br />consider the proposed project. All property owners <br />in the benefited area will receive a formal notice of <br />the public hearing, expected to be held in April. <br />At the hearing, the findings of the feasibility study <br />will be presented and property owners will have an <br />opportunity to speak to the City Council about the <br />proposed project. <br />After the public hearing, the City Council will vote <br />on whether the project should move forward.
