HRA Meeting <br />Minutes – Tuesday, August 21, 2012 <br />Page 3 <br />1 <br />Mr. Trudgeon concurred, noting that the major increase was indicated in funds for purchasing <br />2 <br />homes and for the economic development portions of the Strategic Plan. <br />3 <br />4 <br />Motion: Member Willmus moved, seconded by Member Masche to adopt 2013 budget as <br />5 <br />presented in the amount of $808,471.00. <br />6 <br />7 <br />Ayes: 5 <br />8 <br />Nays: 0 <br />9 <br />Motion carried. <br />10 <br />11 <br />Motion: Member Willmus moved, seconded by Member Elkins to adopt HRA Resolution <br />12 <br />No. 45 (Attachment C) entitled, “A Resolution Adopting a Tax Levy in 2012 Collectible <br />13 <br />in 2013;” in the amount of $698,471. <br />14 <br />15 <br />Ayes: 5 <br />16 <br />Nays: 0 <br />17 <br />Motion carried. <br />18 <br />19 <br />c.Rental Licensing to Achieve Compliance Report <br />20 <br />Housing Program Manager Jeanne Kelsey summarized the Request for HRA Discussion dated <br />21 <br />August 21, 2012, and previous discussions by the HRA and staff on various issues related to <br />22 <br />problem multi-family rental properties in Roseville. As part of these discussions and related <br />23 <br />property maintenance and excessive use of police and fire department resources, Ms. Kelsey <br />24 <br />noted that it prompted research through an Intern funded through the Center for Urban and <br />25 <br />Regional Affairs (CURA), and the final report was now being presented to the HRA Board, <br />26 <br />with recommendations to be considered if and when the City of Roseville adopted a rental <br />27 <br />licensing program. <br />28 <br />29 <br />Ms. Kelsey noted that this research of current licensing programs in communities throughout <br />30 <br />the metropolitan area had found a variety of methods, creating possible program elements for <br />31 <br />Roseville to consider. Some of those elements included targeted rental licensing; possible <br />32 <br />third party inspections coordinated through in-house staff; potential deficiencies in current City <br />33 <br />Code related to property maintenance and other health/safety issues in multi-family housing; <br />34 <br />and providing additional tools for landlords to have more enforcement of tenant compliance. <br />35 <br />One of these options supported by crime-free housing initiatives would allow landlords to have <br />36 <br />an addendum to evict tenants based on criminal activity of a tenant; as well as providing <br />37 <br />educational outreach with rental property owners and tenants; and encouraging the City to <br />38 <br />reinstate crime prevention discussions and organizations. <br />39 <br />40 <br />Ms. Kelsey noted that, currently if there was a third party complaint, City staff had no way to <br />41 <br />access a unit to inspect it; and recommended that the City’s ordinance be modified to allow a <br />42 <br />social work, fire or police responder, or other reliable third party to instigate an investigation <br />43 <br />or inspection of a suspected problem unit <br />44 <br />45 <br />Ms. Kelsey noted the importance of all departments to participate in order to have a well- <br />46 <br />thought out and well-run program. Given that overarching goal, Ms. Kelsey noted that all <br />47 <br />departments, including code and police had discussed the report after their initial review and <br />48 <br />were in agreement with the report and supported moving forward with some type of program <br />49 <br />for a consolidated effort to foster better properties and management, as well as relationships <br />50 <br />with property owners, for the benefit of the overall community. <br />51 <br />52 <br />Ms. Kelsey reintroduced Ms. Angie French from the MN Multi-Housing Agency, attending <br />53 <br />tonight’s meeting and asked for her comments on the CURA Intern report. <br />54 <br /> <br />
