Regular City Council Meeting <br /> Monday, February 11, 2013 <br /> Page 16 <br /> Initiative (CDI) process, including Mr. Trudgeon, Housing Program Manager <br /> Jeanne Kelsey; Fred O'Neill, a son of the former property owner, principle of <br /> King of Kings school; neighbor adjacent to the fire station Ken Hartman, the <br /> HRA Board, and this request for a City Council representative to serve as well. <br /> Mr. Trudgeon advised that the first meeting was scheduled for February 20, 2013. <br /> At the request of Mayor Roe, Mr. Trudgeon clarified that the Local Initiative <br /> Support Corporation (LSIC) was a non-profit grass roots organization providing <br /> planning efforts for neighborhoods and communities, and had oversight of the <br /> CDI program. <br /> As a resident in the neighborhood and having received considerable feedback <br /> from area residents already, Councilmember Etten expressed his interest in being <br /> involved in this HRA advisory body. <br /> Councilmember McGehee expressed her interest as well. <br /> Willmus moved, Laliberte seconded, appointment of Councilmembers Etten and <br /> McGehee to serve as City Council representatives for the advisory group of the <br /> CDI process. <br /> Councilmember Willmus recognized the need to provide public notice for the <br /> meetings for informational purposes in the neighborhood as well as to meet statu- <br /> tory requirements. <br /> Roll Call <br /> Ayes: Willmus; Laliberte; Etten; McGehee; and Roe. <br /> Nays: None. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 7:58 p.m. and reconvened at approximately <br /> 8:04 p.m. <br /> 13. Discuss Twin Lakes Development <br /> Community Development Director Patrick Trudgeon and City Planner Thomas <br /> Paschke sought initial individual Councilmember input on how to proceed with <br /> and regulate development in the Twin Lakes Redevelopment Area; and as de- <br /> tailed in the RCA dated February 11, 2013. <br /> Some of the questions asked by Mr. Trudgeon included recognizing the expiration <br /> of the AUAR per City Council policy previously adopted; how to focus develop- <br /> ment within the context of existing regulatory framework and interpretation of <br /> those documents; what role the City should have in fostering development, either <br /> letting the market decide or providing for a specific area use plan for each parcel, <br /> or a balance of the two; and how to develop a straightforward plan of what is de- <br />
