Councilmember McGehee opined that there was a lot of rigidity in <br /> the second version,while she had found the first year materials great. <br /> Mayor Roe noted that this was due to it being year one for strategic planning, <br /> providing one year of refinement with flexibility. <br /> Councilmember Laliberte opined that there was no need to shift the strategic plan <br /> and calendar, of which she had copies, and she was happy to take the work of <br /> previous City Councils and move forward without transitioning into a new pro- <br /> cess. However, Councilmember Laliberte recommended that if an entire year was <br /> needed to do year one of the budget, and then create a forecast for year two, that <br /> the first quarter of that second year be used to tweak it and then be done with it. <br /> City Manager Malinen advised that Councilmember Laliberte's comments were <br /> accurate in what the process was intended to accomplish and its timeframe to do <br /> so. <br /> Mayor Roe reviewed the first biennial budget process, regardless of the terminol- <br /> ogy used, and the timeframe for accomplishing it and refinements allowed due to <br /> that flexibility. In his review of other municipality budgets, Mayor Roe noted that <br /> they appeared to be moving in this direction as well to provide for long-range <br /> planning a more simplified process. <br /> At the request of Mayor Roe as to which process to follow, a biennial or annual <br /> budget cycle, Councilmembers expressed their preferences. <br /> Councilmember McGehee concurred that, since a calendar was necessary and in <br /> the absence of any other, the proposed budget calendar could be used. However, <br /> Councilmember McGehee reserved her right to complain about parts of it along <br /> the way, specifically that the survey had not been completed even though it was <br /> supposed to be a part of the process; along with some other things she may choose <br /> to remove, alter, or change along the way. <br /> Mayor Roe suggested that the calendar be acted on at the February 25, 2013 meet- <br /> ing. <br /> Councilmember Laliberte concurred, given her newness to the entire process; <br /> while speaking in support of the idea of the calendar. <br /> b. Appoint Council Representative to the Advisory Group for the Corridor De- <br /> velopment Initiative for 2325 Dale Street/Fire Station Site <br /> Community Development Director/HRA Executive Director Patrick Trudgeon <br /> summarized the RCA dated February 11, 2013, specific to the purchase of proper- <br /> ties at 2325 Dale Street and the current fire station site.
