Ms. Curti reviewed the essay winner names and schools: Nicholas Behrens of Parkview, taught <br />by Parkview taught by Lucas Ebert; second prize winner was Grace Smith, Parkview, taught by <br />Mr. Ebert; and third prize winner was Rose Wagner of Parkview taught by Mr. Ebert;. <br />Honorable Mentions were Eli Sailer- Haugland of Ramsey Area Middle School taught by <br />Cameron Johnson, Heather Knutson of Parkview taught by Mr. Ebert, and Olivia DiGiorno of <br />Parkview taught by Mr. Ebert. <br />Confirmation of Prizes: Vice -Chair Brisbois questioned how the Commission would like to <br />proceed with the essay prizes. She indicated Chair Grefenberg suggested the first place prize <br />remain at $100, the second place prize be increased to $70, the third place award be $35 and the <br />honorable mention prize be $20. In addition, the school prizes would remain at $50. This would <br />be an increase of $40 total, Brisbois said. <br />In response to a question from Commissioner Becker as to how the school prizes were utilized, <br />Commissioner Thao responded that the checks were deposited into the School District's General <br />Fund. <br />Commissioner Groff supported this recommendation. <br />Commissioner Singleton moved and Commissioner Becker seconded a motion to approve the <br />essay prizes as recommended by Chair Grefenberg. Motion passed unanimously. <br />Planning of Reception and Council Presentation on March 18: Vice -Chair Brisbois asked if <br />the Youth Commissioners had begun planning the reception for March 18, as was discussed at <br />the last Commission meeting. <br />Youth Commissioner Siliciano stated a reception would be held at City Hall with hors d'oeuvres, <br />desserts and beverages as this would simplify and reduce the expense of the event. <br />Commissioner Dao added the event could feature baby quiches, fruit salad, small cupcakes, and <br />other light refreshments. <br />In response to a question from Staff Liaison Carolyn Curti, Youth Commissioner Dao indicated <br />that she thought the reception would be after the Council presentation. It was clarified the <br />reception would begin at 5:00 p.m. on March 18, prior to the Council presentation in order to <br />allow Council members to attend. <br />Vice -Chair Brisbois commented $225 was spent on the reception last year. Ms. Curti anticipated <br />that $200 or less would be spent this year due to the fact an entire meal would not be provided. <br />Youth Commissioner Siliciano questioned the number of people in attendance at this year's <br />event. Ms. Curti estimated there would be 35 -40 people in attendance. Siliciano added that she <br />thought $100 would be more than sufficient. <br />Commissioner Groff moved and Commissioner Doneen seconded a motion to authorize no more <br />than $125 in HRC funds for the March 18 reception for the essay winners. Motion passed <br />unanimously. <br />
