Vice -Chair Brisbois asked how many essays would be read at the Council meeting on March <br />18th. <br />Commissioner Doneen recommended the top three be read, with a summary provided for the <br />honorable mentions. <br />Commissioner Groff suggested that a variety of all six winning essays be read to show the <br />diversity of the topics. <br />Commissioner Dao suggested that each of the winners read a part of their essays, such as a <br />paragraph. <br />Further discussion ensued regarding how to divide the time between the top three essay winners <br />and honorable mention essay winners. <br />Commissioner Singleton recommended that the same process as last year be followed and that <br />the top three be read, with a summary of the Honorable Mentions read. He noted that the Council <br />sets the agenda and last year there was ten to fifteen minutes allocated to this item. <br />Presiding Chair Brisbois summarized the discussion that the Council presentation would proceed <br />as it did last year with someone summarizing the Honorable Mentions. <br />Youth Commissioner Dao said that Youth Commissioner Siliciano would not be able to be <br />present at the Council presentation; Dao offered to read the honorable mention summaries on <br />March 18. <br />April 27 League Luncheon Honoring State Winners in Roseville: Ms. Curti explained that <br />the Minnesota League of Human Rights Commissions had selected Roseville as its location for a <br />luncheon honoring the State essay winners. Carolyn Curti indicated the event on Saturday, April <br />27, would be held in the Council Chambers. She indicated she would have more information <br />regarding the luncheon for the HRC in March at which time a budget would have to be set. <br />Various commissioners asked questions relating to the numbers of attendees, who would be the <br />host, and whether the costs of the luncheon would. City Manager asked if televising the event <br />was important; if not he suggested another room might be more appropriate. Commissioner <br />Groff replied that he did not believe that televising the event was important for the League. Ms. <br />Curti also said that it had been very difficult to find a location for this event. <br />Committee and Other Reports <br />Chair's Report on Uniform Commission Code and Civic Engagement Progress: In the <br />absence of the Chair, Vice -Chair Brisbois indicated that the Commission had received in their <br />meeting packet certain changes to their authority as outlined in City Ordinance. <br />City Manager Malinen gave an update of the proposed Uniform Commission Code indicating <br />that currently there are six separate sections of the Code regarding city commissions. Beginning <br />last year staff realized that there were no overall directives or overarching structure for all City <br />4 <br />
