Human Rights Commission Minutes
January 16, 2013 Minutes
reviewed in detail, including the - television production- expenses, refreshments, promotion of the
event and hiring an administrative intern or assistant.
Chair Grefenberg asked the Commission to formally confirm the application working within the
$2,500 budget.
Commissioner Thao thanked Ms. Dushin for pulling together the necessary information and for
submitting the grant to the Meadowlark Institute. She asked how it was anticipated this two -day
event would be conducted. She also noted the grant funds would have to be used in the next six
months.
Ms. Dushin noted the event would not be lecture style, but rather the goal was to have good
dialogue with the various members of the community in attendance. She hoped to have
representatives from both school districts, the police department and the community.
Ms. Curti commented that the promotion of this event could be handled by Staff, which would
benefit the budget.
Ms. Dushin stated the $2,500 grant should be sufficient to cover the expenses for the event.
Chair Grefenberg thanked Ms. Dushin for taking the lead on this event as violence was an issue
in the headlines on a daily basis.
Commissioner Wayne Groff commented this dialogue fit well into the HRC's goals and
obj ectives.
Commissioner Becker questioned if the grant funds came with any stipulations.
City Manager Malinen read the grant agreement requirements noting a blog posting had to be
written within 45 days of the event discussing the progress made at the event. An accounting
function was also required.
Chair Grefenberg noted Ms. Dushin had volunteered -to complete the blog entry required by this
provision..
Commissioner Singleton moved and Commissioner Groff seconded a motion to authorize that
administration apply for the Meadowlark Institute grant proposal in the amount of $2,500 and
direct the Program Planning Committee to proceed with planning the Community Dialogue on
Violence with a report made to the HRC in the future. Motion passed unanimously.
2013 Program Panning Focus: Chair Grefenberg acknowledged the Program Planning
Committee report in Commissioner Doneen's absence. He indicated their priorities at this time
were violence prevention, mental illness stigmatization, and cultural diversity, and then in a
secondary priority category supporting the programs of others on gay rights and other human
rights issues.
Vice Chair Brisbois was pleased with the focus these priorities would provide to the Program
Planning Committee.
