Human Rights Commission Minutes <br />January 16, 2013 Minutes <br />Page 2 of 7 <br />Standing Committee Reports <br />Program Planning Committee <br />Community Dialogue on Violence: Chair Grefenberg indicated the Civic Engagement Task <br />Force had invited some residents from the community, to take part in this discussion. Vice chair <br />Brisbois invited them to join the Commission at the table. <br />Mr. Grefenberg indicated that the opportunity to receive a grant from the Meadowlark Institute <br />had been brought to him after the last Commission meeting and with only ten days before the <br />grant deadline on December 29th. He immediately notified staff of the grant's availability and <br />the HRC's Operations Committee, and then worked with Megan Dushin, a member of the HRC's <br />Civic Engagement Task Force and the resident who had first brought the grant to his attention, in <br />developing a grant application. <br />The grant application was for a Roseville Community Dialogue to converse about ideas for <br />violence prevention in the community. He explained a grant application was being considered to <br />assist with the expense of a professional facilitator for the event. Chair Grefenberg requested the <br />HRC discuss the proposed event and confirm the grant.. application which occurred between <br />Commission meetings. <br />Megan Dushin stated she began the grant application with informal communications with the <br />City Council asking if there was interest in a community -wide dialog on violence prevention. <br />The Mayor suggested she work with the HRC on this issue. <br />Chair Grefenberg stated after hearing about the proposed dialogue, he thought the grant was <br />appropriate to assist in the Commission's Community Dialogue series approved in the fall of <br />2011, and so consulted with the Chair of the Commission's Program Planning Committee and <br />the Operations Committee which acts as an executive committee in between Commission <br />meetings. He -asked whether there were any comments and suggestions from the group on this <br />matter. <br />Ms. Dushin further discussed the grant application explaining it would cover the expense of two <br />half -day community dialogues in Roseville on the topic of interpersonal violence ranging from <br />playground bullying to more harmful criminal acts, and its prevention. The goals of the events <br />are to bring the Roseville community together to examine the complex factors that contribute to <br />violence, and to identify what the community can do to prevent violence. <br />Ms. Dushin explained the Meadowlark RFP encouraged a community level discussion versus a <br />professional seminar on the topic. <br />Chair Grefenberg indicated the grantor, Meadowlark Institute, highly recommended that a <br />professional facilitator be part of the Dialogue. He said $3,500 was requested for the facilitator <br />and other program - related expenses, and the group received $2,500.
