Public Hearings <br /> a. Discuss Lake Owasso Water Ski Course and Jump <br /> Mayor Roe recognized Police Lt. Lorne Rosand, who provided a brief summary <br /> of the purpose of this public hearing to hear public comment. Lt. Rosand advised <br /> that mailed notice of this hearing was provided to all residents on Lake Owasso; <br /> and staff contact with the Ramsey County Sheriff's Department Water Patrol <br /> Commander had indicated that they had not yet ever experienced any complaints <br /> or issues with the water ski course or ski jump on Lake Owasso. <br /> While representatives of the Lake Owasso Safe Boating Association were present <br /> in the audience, when recognized by Mayor Roe, they offered no additional com- <br /> ment beyond that of staff. <br /> Mayor Roe opened and closed the Public Hearing at approximately 8:45 p.m., <br /> with no one appearing for or against. <br /> 12. Business Items (Action Items) <br /> b. Approve Lake Owasso Water Ski Course and Jump <br /> Willmus moved, McGehee seconded, approval of the Lake Owasso Safe Boating <br /> Association's request for a permit from the Ramsey County Sheriff for a water ski <br /> course and jump on Lake Owasso for the 2013 season. <br /> Roll Call <br /> Ayes: Laliberte; McGehee; Willmus; Etten; and Roe. <br /> Nays: None. <br /> 11. Public Hearings (Continued) <br /> b. Construction of Public Improvements at 3040 Hamline Avenue <br /> Councilmember Willmus recused himself during discussion of this item, noting <br /> that it pertained to a property owned by his father, and he wanted to avoid any <br /> perception of a conflict of interest. <br />
