Regular City Council Meeting <br /> Monday,February 25, 2013 <br /> Page 18 <br /> Councilmember Etten suggested that some areas, such as police or fire department <br /> response times, was probably tracked by every municipality, and that a regional <br /> benchmark with neighboring cities (e.g. Shoreview, New Brighton) may be avail- <br /> able and allow for comparables with a broader range of cities that were similar in <br /> demographics to that of Roseville. In a similar effort for comparables, Coun- <br /> cilmember Etten suggested that park and recreation departments measured their <br /> percentage of fees to expenditures in addressing public policy discussions. Coun- <br /> cilmember Etten suggested that those other adjacent communities be solicited for <br /> data to provide a better understanding of comparables. <br /> Councilmember Willmus noted that the Woodbury/Roseville comparison came up <br /> every year; and he concurred with Councilmember Etten that some measures were <br /> already in place with other communities that should be explored and would allow <br /> for a better understanding. <br /> On page 4 of 18, Councilmember Laliberte questioned the apparent increase in <br /> turnover rates for employees, and asked for additional background information <br /> from staff to determine if this was representative of employees reaching retire- <br /> ment age or if something else was causing that increase. Councilmember Laliber- <br /> te clarified that she was commenting only on Roseville employee numbers and <br /> not Woodbury comparables. <br /> Mayor Roe concurred that it made sense to have information on non-retirement <br /> turnover,based on job satisfaction versus life changes. <br /> On page 4, Councilmember McGehee noted that only 10.5% of employee reviews <br /> were completed within thirty (30) days, opining that if this was the case it needed <br /> improvement. <br /> City Manager Malinen advised that this was what it indicated, and concurred that <br /> it had room for improvement. <br /> Mayor Roe noted that the target levels were not listed for every category, and as a <br /> management effort by the organization it was good to set a goal, and measure it- <br /> self against that goal. Mayor Roe suggested that a standard may not be a higher <br /> percentage, simply an acknowledgement; and opined that based on his experience, <br /> this wasn't much different from other employee trends. <br /> As referenced in previous staff reports, Mayor Roe noted current efforts by the <br /> State Auditor and other state-wide groups seeking local government standards. <br /> Mayor Roe suggested staff review the last reports of the auditor's working group <br /> as referenced in the League of MN Cities publication, and see if any ideas were <br /> available; and further suggested that many more cities would be obtaining data <br /> based on those state-wide initiatives. <br />
