Gary:
• While I appreciate you wanting to bring this issue to someone's attention, staff wad and y aware of the
the
evening of the meeting (hence the audio WAS on for the majority of the meeting),
meeting with full audio over the I-net to CTV on Thursday. CTV staff encoded it and posted it to the web late
Friday morning.
There was an audio error on the signal sent to CTV. Our technician did not fully o t th p tc The audio cable to send
the audio out. This resulted in silence instead of the sounds of the meeting going
recorded properly on the recorders in the control room. Technicians have been reminded to check all audio
output sources (see attached Meeting Checklist).
Staff is not aware of problems with the audio from January. There is only one feed to CTV so the audio that
goes to cable also goes to the internet. The webstream is here:
http://rvhrc.nsacwebcasts.com/viewer.php?id=4061
The company that does the HRC minutes uses the webstreaming. They provided a full set of minutes, so it
seems they were able to hear everything. While there can and will be problems with technology and operator
error, I do not think that they are "chronic". I appreciate everyone's interest in having the meetings broadcast
completely and rebroadcast timely. In this case, the CTV 16 rebroadcast was with audio, and the webstream
was without until Friday. If CTV staff were aware that the webcast was more critical than the full Channel 16
rebroadcast, they may have put their efforts into having it there first. Perhaps we can take this as some
indication that the webstreaming may be gaining more interest and attention, and we may let CTV know that.
I understand that staff has offered to have a CTV staff member come to your house and troubleshoot any
connection or equipment issues you may have. We would be glad to assist in facilitating this.
Staff dropped off the DVDs of this week's meetings at the library Friday morning. I do not know how long it
takes library staff to process the DVDs and make them available for checkout.
As to the chain of communications, Mr. Willmus(perhaps unbeknownst to you) had already forwarded his
(and Mayor Roe's) awareness of this to me regarding the broadcast and webstreaming. While City staff had
already provided CTV with a full meeting version by then, CTV had not gotten it on to the webstream. When
you refer to "Webstreaming available on the City's web site", please understand that we merely provide a link
to the CTV webstreaming, and do not direct the CTV staff to get our meetings on to their webstream. The
point is—this was addressed promptly by staff. Your message, with a courtesy copy to me, begins with the
"chronic" nature (since the same audio problem for live broadcasts has now occurred twice in a row) of the
problem with the broadcasts, then asks Mr. Pratt to "please look into what is causing this audio failure" and to
"advise me what the problem is and how it can be corrected". If what you were looking to do was bring the
problem to the attention of someone, then you could simply do that. But in addition, you asked him to advise
YOU about the cause and correction. That is more than"simply reporting a problem with the City's web site
and television channel". Perhaps I misinterpreted your intent, but that's how I read it. Sorry if it came across
to you the wrong way,but in the future, please let me know if there are issues city staff needs to address, and I
will tend to it. Thanks.
From: Gary Grefenberg [mailto:ggrefenberg @comcast.net]
Sent: Sunday, February 24, 2013 10:50 PM
To: Bill Malinen
Cc: Dan Roe; Robert Willmus; Tim Pratt
Subject: Re: Chronic Audio Problems for Human Rights Commissions Broadcasts
2
