Mayor Roe advised that the topic of conversation at this afternoon's meeting had <br /> been ways that area communities could lobby for transportation improvements on I-35W <br /> in an effort to unclog that artery and traffic stacking, without formal membership with the <br /> I-35W Corridor Coalition. Mayor Roe noted that the City of Roseville had at one time <br /> been part of the Coalition, however, had dropped that membership due to the cost of <br /> membership and the mission and focus of the Coalition apparently creeping beyond its <br /> initial intent. <br /> Mayor Roe provided a brief update on the cable franchise renewal process between the <br /> North Suburban Cable Commission (NSCC) representing the ten (10) member cities and <br /> Comcast, with preliminary negotiation points exchanged informally, and the possibility <br /> of initiating the formal negotiation process. <br /> 5. Recognitions,Donations, Communications <br /> a. Recognize Human Rights Essay Contest Winners <br /> Mayor Roe welcomed students, teachers and families; and members of the Rose- <br /> ville Human Rights Commission (HRC). This year's questions for the essay, the <br /> process, and the winning essays were detailed in the Request for Council Action <br /> (RCA) dated March 18, 2013. <br /> Human Rights Commission (HRC) Chair Gary Grefenberg introduced this year's <br /> topic for the annual Essay Contest for sixth, seventh and eighth grade students <br /> within the Roseville Area School District boundaries, with over 180 students en- <br /> tering this year's contest. Mr. Grefenberg noted that the essay contest, now in its <br /> 17th year and has become a hallmark and highlight of the Human Rights Program, <br /> with the program now sponsored state-wide by the League of Human Rights <br /> Commissions. Mr. Grefenberg also noted that over the last eleven years, eight <br /> Roseville students had become State winners. <br /> HRC Youth Commissioners Julia Laden and Joann Dao, both seniors at the Rose- <br /> ville Area High School were also present and introduced essay contest winners <br /> present at tonight's meeting. <br /> The third place winning essay was Rose Wagner; second place winner was Grace <br /> Smith; and first place essay winner was Nicholas Behrens; with all three students <br /> attending Parkview and students of Mr. Lucas Ebert. Each of these students read <br /> their essays. Honorable Mentions for their essays went to Olivia Digiorno and <br /> Heather Knutson, both eighth graders at Parkview and also students of Mr. Ebert; <br /> and also to Eli Sailer-Haugland, a seventh grader at Roseville Area Middle <br /> School, a student of Mr. Cameron Johnson. Ms. Dao read excerpts of the honora- <br /> ble mention winners, two of whom were present noting that Olivia Digiorno, was <br /> out-of-town and unable to attend tonight's meeting. Each honorable mention <br /> winner received a certificate in recognition of their essay. <br />
