Sort and recycle leftover materials an City Review Process An Applicant (may be a builder with an identified buyer, a buyer with an ident without an identified buyer) reviews proposed project with HRA staff before plans are finaliz. 1.The Applicant submits a Preliminary Application at least 2 weeks prior to the HRA meeting (HRA Board meets the 3rd Tuesday of each month) where the application will be reviewed. The Preliminary Application consists of the following: a. Application Form b.$500 application fee c.Copy of signed contract or letter of intent between Builder and Homeowner d.Proposed lot e.Preliminary house plans including elevations f.Description of Green Community features & name of certification program (projects that obtain LEED, MN GreenStar, or Minnesota Green Communities certif $5,000 rebate from the City) If the Applicant is a builder without an identified buyer the builders must attend the HRA meeting to present their proposal.
