Regular City Council Meeting <br /> Monday,March 25,2013 <br /> Page 33 <br /> Finance Director Miller, recognizing that he apparently had a lot of work to com- <br /> plete, sought clarification of the specific City Council direction on what they were <br /> directing staff to do over the next two (2) weeks to allow the greatest efficiencies. <br /> Mayor Roe summarized those directives as follows. <br /> 1) Develop a living document, along the lines of the Rubric, from which to work <br /> and having the ability to add columns later; and including a minimum of two <br /> years comparison(2011, 2012) from previous budgets. <br /> Councilmembers concurred with that directive. <br /> 2) Staff prioritizations and joint recommendation from each Department Head <br /> and the City Manager. <br /> 3) Under personnel/budget impacts, for the first go-around, City Council direc- <br /> tion will initially be based on the strategic plan presented from the last meet- <br /> ing, and including refinements from staff and including adding outside esti- <br /> mates available from the strategic plan with those numbers available for <br /> change after prioritization and when the City Manager-recommended budget <br /> comes forward. <br /> Councilmember McGehee clarified that the first pass to the City Council <br /> would provide staff prioritization, along with the other two years budget col- <br /> umns for comparison; with revenue, personnel, and budget remaining blank at <br /> this time. <br /> Mayor Roe suggested that they could remain blank or include numbers if and <br /> when available from the strategic plan. <br /> Councilmember McGehee opined that she would prefer to have this iteration <br /> completely blank. <br /> Councilmember Laliberte offered no preference as to whether blank or not. <br /> Mayor Roe recommended that they initially be received blank. <br /> 4) A column will be available for City Council ranking. <br /> Mayor Roe noted that the initial document may need to be separate at this <br /> time; but once the City Council completed their individual ranking exercise on <br /> April 8, an average would then be available, allowing for discussion and di- <br /> recting staff to move forward for the April 15, 2013 discussion. <br />
