REQUEST FOR COUNCIL ACTION
Date: 5/13/13
Item No.: 7.f
Department Approval City Manager Approval
Item Description: Establish a New Position within the Information Technology Division
B
ACKGROUND
1
Since 1997, the City Council has consistently approved Joint Powers Agreements authorizing the City of
2
Roseville to provide Information Technology support to area municipalities and other governmental
3
agencies. To date, the City has 28 such agreements in place worth a combined total of $1 million annually.
4
This group of governmental agencies is informally referred to as the metro institutional network user group
5
or Metro I-Net for short.
6
7
The primary benefit from these partnerships is the cost-sharing of information technology and support
8
functions. In addition, the group retains a much stronger complement of IT Staff to service its needs than
9
they could if they were to operate independently.
10
11
The City currently employs 10.5 full-time equivalent positions within the IT Division. They include:
12
13
Information Technology Manager – 1 FTE
14
Network Systems Engineer - 2 FTE’s
15
Network Systems Analyst – 1 FTE
16
Network Server Support Specialist – 1 FTE
17
Desktop Support Specialist - 5.5 FTE’s
18
19
Staff representatives from the Metro I-Net group meet a few times a year to discuss planning and
20
operational issues that are common to group members. During the past year, the group held a series of
21
discussions on what the appropriate staffing levels should be given the size and scope of our combined
22
operations. There was general agreement that the Metro I-Net group was understaffed, and that it would be
23
advantageous to expand the level of support staff over the next few years. The group further agreed to
24
budget for a new position in their respective 2013 Budgets to fund a new position that will concentrate on
25
records management and data storage/retrieval.
26
27
In partnership with the Metro I-Net group, the City has established a new job description for a new Records
28
Management Analyst position with the necessary skillsets to accommodate the group’s highest priority
29
needs. A copy of the job description is included in Attachment A.
30
31
32
