REQUEST FOR COUNCIL ACTION <br /> Date: May 13, 2013 <br /> Item No.: <br />7.i <br />Department Approval City Manager Approval <br />Item Description: Approve a Joint Powers Agreement Between the State of Minnesota and <br />the City of Roseville to Participate in eCharging. <br />B <br />ACKGROUND <br />1 <br />The City of Roseville, together with all other jurisdictions within Ramsey County, has been entering <br />2 <br />into assorted agreements with the State of Minnesota regarding electronic access to and <br />3 <br />dissemination of criminal justice data. As you know, a significant portion of these endeavors <br />4 <br />involves electronic case filing of criminal matters. This is commonly referred to as eCharging. <br />5 <br />Recently, the City approved a necessary Joint Powers Agreement on behalf of the Roseville Police <br />6 <br />Department to participate in the State’s eCharging initiative. The State of Minnesota, through the <br />7 <br />Bureau of Criminal Apprehension (BCA), has now submitted to the City a Joint Powers Agreement <br />8 <br />which will permit the City’s prosecuting authority to similarly participate in eCharging. <br />9 <br />10 <br />It is appropriate, therefore, for the City Council to approve, via Resolution, and the Mayor and City <br />11 <br />Manager to execute the attached Joint Powers Agreement between the State of Minnesota and the <br />12 <br />City of Roseville on behalf of its prosecuting authority. <br />13 <br />PO <br />OLICYBJECTIVE <br />14 <br />The City of Roseville seeks to enter into an agreement with the State of MN to permit its prosecuting <br />15 <br />authority to participate in eCharging. <br />16 <br />17 <br />The proposed eCharging Joint Powers Agreement has been reviewed and approved by Roseville’s <br />18 <br />City Attorney’s Office. <br />19 <br />BI <br />UDGETMPLICATIONS <br />20 <br />All relevant costs associated with this agreement shall be billed by the State of Minensota to the <br />21 <br />City’s prosecuting authority. The prosecuting authority shall then seek reimbursement from it’s <br />22 <br />municipal clients in equal shares. The City’s prosecuting authority currently provides prosecutuion <br />23 <br />services for four (4) municipalities. The total costs are expected to include a one-time connection <br />24 <br />equipment fee between $100.00 and $700.00, and a recurring $15.00 montlhy access fee. <br />25 <br />SR <br />TAFF ECOMMENDATION <br />26 <br />City Attorney’s Office recommends Council approval, via Resolution, of the attached Joint Powers <br />27 <br />Agreement between the State of Minnesota and the City of Roseville on behalf of its prosecuting <br />28 <br />authority, and execution of the same by the Mayor and City Manager. <br />29 <br />30 <br />Page 1 of 2 <br /> <br />
