Attachment A 36 EXTRACT OF MINUTES OF MEETING OF THE 37 CITY COUNCIL OF THE CITY OF ROSEVILLE 38 39 * * * * * * * * * * * 40 41 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, 42 County of Ramsey, Minnesota was duly held on the 13th day of May 2013 at 6:00 p.m. 43 44 The following members were present: 45 and the following were absent: 46 47 Member introduced the following resolution and moved its adoption: 48 49 50 RESOLUTION ______________ 51 52 RESOLUTION ADOPTING FINANCIAL AND BUDGET POLICIES 53 FOR THE CITY OF ROSEVILLE 54 55 56 WHEREAS, the City Council of the City of Roseville, Minnesota desires to establish budget and 57 financial policies that provide for the sustainability of City programs, services and infrastructure; and 58 59 WHEREAS, the City Council of the City of Roseville, Minnesota desires to maintain the City’s strong 60 financial condition; and 61 62 WHEREAS, the City Council of the City of Roseville, Minnesota desires to provide appropriate fiscal 63 and budgeting controls. 64 65 NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Roseville, Minnesota, 66 that the following budget and financial policies be adopted and remain in effect until such time that a 67 subsequent policy action is taken. 68 69 70 Operating Budget Policy 71 72 Purpose 73 The purpose of the City’s Operating Budget Policy is to ensure that the City's annual 74 operating expenditures are based on a stable stream of revenues. The policies are designed to 75 encourage a long-term perspective to avoid pursuing short-term benefits at the expense of 76 future impacts. The intent of this policy is to enable a sustainable level of services, 77 expenditures, and property tax levies. 78 79 Scope 80 This policy applies most critically to those programs funded through the property tax, as 81 fluctuations in this revenue source can have substantial impacts. 82 83 84 Page 3 of 12
