8. Fences exceeding 4 feet in height shall require a building-permit from the City. <br /> 9. Temporary snow fencing is allowed seasonally, when snow is present, without a <br /> permit. <br /> 10. Non-residential Fences: In addition to the requirements of this section, fences in <br /> all non-residential districts shall conform to the screening requirements of Section <br /> 1011.03B of this Chapter. <br /> 11. Fencing of Play Areas: For public or private parks and playgrounds located <br /> adjacent to a public right-of-way or railroad right-of-way, a landscaped yard area <br /> no less than 30 feet in width or a fence no less than 4 feet in height shall be <br /> installed between the facility and the right-of-way. <br /> B. Residential Fences: The following standards shall apply to all fences constructed in <br /> any residential zoning district or directly adjacent to any residential zoning district:. <br /> 1. No fence used for screening or security shall exceed 6.5 feet in height;. <br /> 2. Fences shall be comprised of chain-link, wood, plastic, or metal, but shall not be <br /> barbed wire, electric, weaved or welded wire; and <br /> 3. Temporary snow fencing is allowed seasonally, when snow is present, without a <br /> 43. Exception: Weaved or welded wire or mesh fences erected at the periphery of a <br /> garden and used to keep unwanted animals out of the garden shall be allowed to a <br /> maximum of 8 feet in height. <br /> 5.
