REQUEST FOR COUNCIL ACTION <br /> Date: May 20, 2013 <br /> Item No.: 7.g <br />Department Approval Acting City Manager Approval <br /> <br />Item Description: Approve Bureau of Criminal Apprehension Joint Powers Agreement: <br />Funding Reimbursement for eCharging Adapter Installation <br />B <br />ACKGROUND <br />1 <br />The Minnesota Bureau of Criminal Apprehension’s electronic charging service known as <br />2 <br />eCharging, was initiated in 2009 and is being implemented throughout the state in criminal <br />3 <br />justice agencies including the Roseville Police Department. eCharging replaces the time and <br />4 <br />resource consuming paper-driven process with an electronic process. <br />5 <br />6 <br />eCharging is made up of four components for the processing of citations, criminal complaints, <br />7 <br />incident referrals and DWI administrative forms. The first component, eCitation, allows law <br />8 <br />enforcement to electronically send citations to their record management system (RMS) via a <br />9 <br />ticket writer and then submit those same citations from their RMS to Courts via the eCharging <br />10 <br />system. The second component, eComplaints, allows prosecutors to electronically process <br />11 <br />summons and warrants from the prosecutor's office to the law enforcement agency for review <br />12 <br />and approval before electronically signing (using biometrics) the complaint and submitting it <br />13 <br />electronically to Courts for review/approval/signature by the judge. The third component, <br />14 <br />eReferral, allows law enforcement records clerks to refer Incidents from their RMS to the <br />15 <br />prosecutor's office for the creation of a criminal complaint. DWI Administrative Forms is the <br />16 <br />forth component allowing law enforcement officers to electronically submit the required DWI <br />17 <br />paperwork to the State through eCharging. <br />18 <br />19 <br />In order to implement eCharging, the Roseville Police Department’s Record Management <br />20 <br />System (RMS) provider Law Enforcement Technology Group, LLC (LETG) must create an <br />21 <br />adapter to submit citations from RVPD’s RMS to the eCharging system at the BCA. LETG has <br />22 <br />successfully developed and installed an eCharging adapter meeting MN BCA specifications for <br />23 <br />Isanti County, another local law enforcement client. <br />24 <br />25 <br />LETG proposes to provide the services of standard eCitations/eCharging installation, activation, <br />26 <br />configuration and training to its RMS agency customers at a cost of $5,000 per LETG Server. <br />27 <br />The Roseville Police Department is a server host. Through the proposed JPA between the BCA <br />28 <br />and RVPD, the BCA will reimburse the City of Roseville for all installation and implementation <br />29 <br />costs not to exceed $5000. <br />30 <br />31 <br />32 <br />33 <br />Page 1 of 2 <br /> <br />
