Regular City Council Meeting <br /> Monday, April 15, 2013 <br /> Page 8 <br /> that a future City Council policy discussion provide a city-wide administrative re- <br /> tention of that data. <br /> Mayor Roe suggested the discussion should be two-fold: whether individual rank- <br /> ings are typically retained; and how that data would or should be used as part of <br /> the agenda information and staff report. <br /> Councilmember Willmus advised that, at this point, the City Council now had all <br /> the information needed to act on the requested action. However, going forward, <br /> Councilmember Willmus asked that when a subcommittee or internal group was <br /> performing the scoring process, their individual scores be retained for considera- <br /> tion when those actions come before the body. <br /> Councilmember McGehee concurred that the individual scores should be retained; <br /> however, she didn't consider that the material should come before the full body in <br /> agenda packets, but retained in the event of any unusual legal cases where it <br /> might be needed for reference. Councilmember McGehee noted that the infor- <br /> mation currently displayed was typically included in the standard information <br /> provided to the City Council for their decision-making, and was appropriate. <br /> Councilmember McGehee opined that collection and retention of scoring, and po- <br /> tential use should be addressed by the City Attorney. <br /> Councilmember Willmus, based on his past experience particularly with the Parks <br /> & Recreation Commission and subcommittee review, participants or bidders were <br /> identified as by letter but not individually identified. <br /> Councilmember Etten concurred that more information needed to be available to <br /> the City Council as standard operating procedure to allow for educated decision- <br /> making; with decision-making processes of subcommittees retained, since they af- <br /> fected the recommendation for and provided that background information to the <br /> City Council. <br /> Councilmember Laliberte concurred with the comments made and that the dis- <br /> played information provided adequate information for the City Council's deci- <br /> sion-making. Councilmember Laliberte opined that, anytime citizens were en- <br /> gaged to rank recommendations as part of a committee or task force, the City <br /> Council needed to look to their information as representatives of the community. <br /> Councilmember Laliberte advised that she wanted to see more, not less, data <br /> when asked to make decisions; and expressed her frustration with the last few <br /> meetings with summary information provided in staff reports rather than being <br /> provided supporting data. Councilmember Laliberte further opined that this <br /> should be a required part of the process versus a"trust us" approach from staff. <br /> Mayor Roe noted that, in the past aggregate scoring had been provided, and he <br /> concurred that it needed to be there, not because the City Council didn't trust the <br />
