Regular City Council Meeting <br /> Monday,May 20, 2013 <br /> Page 22 <br /> Mr. Paschke advised that he was not aware of any concerns post-development; <br /> and cited another example on Iona and Dale Streets, where similar concerns had <br /> been raised. <br /> Councilmember Willmus questioned whether the developer would be willing to <br /> forego taking further action, and consent to a waiver of the 60-day deadline to ad- <br /> dress some of these optional scenarios and work with neighbors on their resolu- <br /> tion for all parties. Councilmember Willmus stated that it was not his intent to <br /> kill the development,but simply allow the neighborhood more time to look at mit- <br /> igation efforts by the developer. Councilmember Willmus advised that his prima- <br /> ry concern was with screening for headlights; since he was confident that the run- <br /> off concerns would be addressed. However, Councilmember Willmus stated that <br /> he would like the neighbors to have an opportunity to meet with the developer and <br /> work through the various issues. <br /> Mayor Roe suggested that could be an option, or put conditions on the Prelimi- <br /> nary Plat tonight. At the request of Mayor Roe as to his intended extension time, <br /> Councilmember Willmus suggested a 30-day extension; however, he opined that <br /> everything could be accomplished within two weeks. <br /> Mr. Fair respectfully asked that the City Council vote on the Preliminary Plat to- <br /> night, and condition it accordingly. Mr. Fair stated that they wanted to be good <br /> neighbors, and offered to go on record that he would abide by City Council rec- <br /> ommendations on the number of trees they wanted planted, and further expressed <br /> their willingness to plant the property lines with large Pine trees, but would need. <br /> to plant some on the adjacent properties due to existing drainage concerns, and <br /> their development's need for to maintain the swale and avoid flooding. If the res- <br /> idents were willing to work with him by allowing them access to their properties <br /> by 10-15', Mr. Fair advised that everyone could benefit by the screening solutions <br /> and alleviate any concerns. <br /> Councilmember McGehee expressed her preference that Mr. Fair meets with the <br /> neighbors; opining that maybe they didn't want Pine trees, and if he was willing <br /> to negotiate with them and return with an agreement within two weeks, the situa- <br /> tion could be avoided. Councilmember McGehee stated that she had no problem <br /> with the development itself as long as the headlight issues could be addressed on <br /> the cul-de-sac and corners; however, she was hesitant to approve the Plat without <br /> such a meeting with the neighbors. <br /> From his perspective, Mayor Roe suggested applying conditions to the Prelimi- <br /> nary Plat approval tonight, with assurances that the conditions had been met prior <br /> to Final Plat approval. <br /> Further discussion on where the screening should be(east/west and north sides); if <br /> and how the tree preservation and review by the City Forest could be addressed <br />
