Regular City Council Meeting <br /> Monday, May 20, 2013 <br /> Page 23 <br /> that would allow neighboring property owners to approve a tree preservation plan <br /> on an adjacent private parcel. <br /> Councilmember McGehee opined that the City's existing Tree Preservation Poli- <br /> cy was not worth the paper it was written on. <br /> City Attorney Gaughan questioned if it was appropriate to condition this Prelimi- <br /> nary Plat approval on the neighborhood signing off as a way to revise portions of <br /> the City's existing Tree Preservation Ordinance. <br /> Councilmember Laliberte suggested that it not be made a condition of the Plat, <br /> but ask the City's Forester to coordinate a time to walk the property with neigh- <br /> bors to get input. <br /> Mayor Roe opined that it made sense to involve the City's Forester. <br /> However, Mr. Trudgeon reminded Councilmembers that the City Forester was an <br /> employee of the City's Parks & Recreation Department, and only worked part- <br /> time; and if this was a condition for Preliminary Plat approval, it would need to be <br /> coordinated with the Parks & Recreation Department to determine if it was possi- <br /> ble based on the limited time and resources of the City Forester at this point. <br /> Councilmember Laliberte noted a recent appointee with a forestry background to <br /> the Parks & Recreation Commission; with Mayor Roe responding that a volunteer <br /> couldn't be required to take time or offer a formal opinion as part of Preliminary <br /> Plat approval. <br /> Councilmember McGehee expressed her concern in applying conditions to a Pre- <br /> liminary Plat on the fly; and concurred with the suggestion of Councilmember <br /> Laliberte. <br /> As done in the past, Mayor Roe suggested that the basics for conditions be out- <br /> lined at this time, and approved at a subsequent time. However, Mayor Roe real- <br /> ized he was addressing findings of fact used for denial of applications, as con- <br /> firmed by City Attorney Gaughan. <br /> Councilmember Willmus spoke in support of language for a condition as outlined <br /> by Mayor Roe, for a plan to be developed for screening of vehicle headlights on <br /> the roadway from neighbors and property lines. <br /> Laliberte moved, Willmus seconded, approval of the proposed Josephine Heights <br /> PRELIMINARY PLAT, based on comments and findings of Section 4-6, and <br /> recommendation of Section 7 of the RCA dated May 20, 2013; amended to in- <br /> clude an additional condition as follows: <br />
