Councilmember Willmus opined that he appreciated <br /> their involvement in the process and consideration in working with the City. <br /> Councilmember Willmus opined that it was beneficial to listen more and see how <br /> other communities had implemented similar programs to see if there was some- <br /> thing else to be learned. <br /> Ms. Peilen reiterated her appreciation in working with the City to find a vial reso- <br /> lution; and thanked staff and the City for the excellent process being followed to- <br /> Mayor Roe recognized Councilmember McGehee's concerns with increasing <br /> rents; however, he also recognized the need to find a way to implement the pro- <br /> gram. <br /> Councilmember McGehee recognized that, no matter what option was found, it <br /> was necessary to realize that there were people in the Roseville community living <br /> in substandard housing, and the City needed to ensure that people had safe hous- <br /> ing conditions. <br /> Ms. Peilen agreed with those comments, and noted that their membership stood <br /> for quality rental housing; but admitted that how to get there to meet City stand- <br /> ards without becoming too cumbersome for property owners was the problem. <br /> At the request of Ms. Kelsey for direction, Mayor Roe, with Council consensus, <br /> directed staff to start the ordinance drafting process. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 9:04 p.m. and reconvened at approximately <br /> 9:10 p.m. <br /> c. Discuss Twin Lakes Zoning Code <br /> Removed from tonight's agenda as previously noted. <br /> d. Discuss City Manager Search Process <br /> Mayor Roe noted that initial discussions on the City Manager search process had <br /> begun at the Special City Council meeting held Thursday, May 16, 2013; and <br /> sought continued discussion tonight in developing criteria among Councilmem- <br /> bers and staff, and addressing the timing of the process; and whether or not a third <br /> party consultant was desired. <br /> Human Resources Manager Eldona Bacon <br /> Ms. Bacon had provided several documents from the 2006 City Manager search at <br /> the Special Council meeting to provide discussion points. <br />
