Regular City Council Meeting <br /> Monday, May 20, 2013 <br /> Page 36 <br /> Further discussion ensued regarding additional postings with the LMC, IMPA, <br /> ICMA or other agencies, typically used with City Manager searches, with no de- <br /> finitive decision at this point. <br /> Councilmember Laliberte noted that, by stipulating that the City would not pay <br /> relocation fees, it may eliminate interest as well; but advised that she would be <br /> looking for the City to control the entire process; with concurrence of Coun- <br /> cilmember Willmus. <br /> Mayor Roe noted that the general compensation listing may also reduce the appli- <br /> cant pool. <br /> Discussion on the profile itself ensued, with determination that the 2006 profile <br /> model would be the basic format, with the top ten ranked or prioritized in order of <br /> importance, and remainder of the free form included, with a checklist of ten crite- <br /> ria for management style, also ranked in order of priority. <br /> Mayor Roe confirmed that the profile should be completed by individual Coun- <br /> cilmembers, Department Heads Commission Chairs, with direct reports to the <br /> City Manager segregated. <br /> Further discussion included when the profile would be put on Survey Monkey and <br /> potential response time; timing concerns; scheduling of the Special meeting after <br /> June 3rd; necessary time for selection of a Search Firm and development of an <br /> RAP and bid turnaround with an estimated cost of $10,000 for their partial in- <br /> volvement in the process (e.g. scenario playing; local psychologist review; exten- <br /> sive background and reference checks; and presentation of top five final candi- <br /> dates to the City Council); with some local search companies available that were <br /> not in the mix in 2006, and possibly providing a more reasonable price other than <br /> a national search would require. <br /> Ms. Bacon offered her willingness to assist in the process, and her natural in- <br /> volvement through access to neo.gov, while appreciating assistance from an out- <br /> side consultant for a portion of the process and for their expertise. Ms. Bacon re- <br /> minded Councilmembers that her time was also considerably involved right now <br /> in implementing the HRIS program. <br /> Councilmember Laliberte suggested implementation of a Council subcommittee, <br /> and volunteered to serve. <br /> Mayor Roe thanked Councilmember Laliberte for her willingness, and suggested <br /> that Councilmember Etten also be involved, since he and Councilmember <br /> Willmus had serve on the City Manager Evaluation subcommittee; and could pro- <br /> vide synergy if either was interested. <br />
