We have been Roseville residents for most of our lives. <br /> Having both grown up in Roseville, moving away briefly when we got married,we were excited <br /> to return to Roseville in 1997 and have resided at 905 Millwood Avenue since that time. We <br /> have been fortunate to raise our two girls in the same community that has meant so much to <br /> us. Roseville has always been a community parks nd recreation activities we have alpparticipated hnr it <br /> be the excellent school system, p <br /> over the years, or the close knit neighborhood we have been a part of. <br /> The parcel of land under discussion has been a beautiful,tree-filled, open lot for all the years <br /> we have lived at 905 Millwood Avenue. We would, however,welcome a development that will <br /> bring new neighbors into our community,but we have many concerns as they relate to this <br /> proposed development. We learned of the proposed development after seeing the "for sale" <br /> sign on the lot,followed by a phone call to the Roseville Planning Department. The Public <br /> Hearing Notice was received on 4/19/13 with the Preliminary Plat available on 4/25/13. <br /> We attended the City Planning Commission meeting on May 1, 2013 to help us gain better <br /> insight to the proposed Josephine Heights development. In addition,we had concerns to <br /> express as they relate to the project;our neighbors <br /> that outlines our initial concerns. Some Attached is <br /> a letter we submitted to the Planning <br /> which were addressed at the meeting,while others were not. <br /> At the meeting, we learned that the proposed cul-de-sac will be seven feet above the street <br /> level of Millwood Avenue. This elevated level of the development concerns were assured as it relates the <br /> ongoing drainage issues with rain water runoff and ground water. We <br /> city's planners and engineer regarding the drainage of the development and that we will see no <br /> worse drainage concerns due to the project. The drainage concerns we have on our property <br /> include constant sump pump running in the late winter/early spring as the ground thaws. After <br /> regular rainfalls,water flows through our <br /> hest north river-like <br /> f the yard and along rthe side of phet of <br /> the yard, running and pooling in the f <br /> yard,eventually draining into the street. In addition,the sump pump continues to run during <br /> and after seasonal rains. It cannot <br /> ncerns raised by the underflow will be no <br /> high additional <br /> table that our onto <br /> our <br /> our property, let alone the <br />
