Assist in building and maintaining the Roseville community at large, work to keep
volunteersengaged and invested.
In conducting background researchfor this positionParks and Recreation Commissioners Lee
Diedrick and Mary Holt interviewed volunteer coordinators from the Cities of Plymouth,
Brooklyn Park, Golden Valley and Duluth as well as the coordinator for the Ramsey County
Library. They also hadconversations with Jody Yungers, Director of Arena and Golf Operations
at Ramsey County Parks and Recreation Department. They found that:
There is a significant economic benefit to wisely managing volunteer time.
The Minnesota Association Volunteer Administration estimates the value of a volunteer
in 2012 to be $22.14 per hour worked. Using only the Parks and Recreation department
the economic value of Parks and Recreation
figureof 27,312 volunteer hours worked,
volunteers in 2012 was more than $600 thousand dollarsof contributed time.
Roseville can capitalize
By investing in a staff position to coordinate volunteer efforts,
on the diverse talents of residents and their willingness to contribute to the city
.
Volunteers make a noticeable difference in the community.
o
Volunteers often enrich an organization by bringing a wealth ofknowledge and
o
experience that enhances and supports the professional staff.
Volunteers not only fill gaps in expertise and services, they often spend money at
o
events in which theyparticipate.
The volunteer coordinator would assume organization, supervision and direction
duties that must now be filled by other department staff
, releasing the professional staff
to pursue additionalor more pressingissues.
Recommendation
The Roseville Parks and Recreation Commission feels that hiring a volunteer coordinator makes
good economic and operational sense. We recommend that the Roseville City Council take the
necessary steps to hire this position. We feel that the expense of hiring a coordinator should be
offset by the increased focus on the efficient management and deployment of an ever-growing
stable of volunteers and the resulting efficiencies in the use of professional staff time.
Thank you for your time and consideration in this matter.
Roseville Parks and Recreation Commission.
2
