REQUEST FOR COUNCIL ACTION <br /> Date: June 10, 2013 <br /> Item No.: 14.c <br />Department Approval City Manager Approval <br />Item Description: Administration Department Organization Discussion <br />B <br />ACKGROUND <br />1 <br />rd <br />At the June 3 City Council meeting, City Councilors discussed and endorsed the idea of <br />2 <br />transferring the City’s recycling operations from the Administration Department to the Public <br />3 <br />Works Department. The City Council asked for the Interim City Manager to work with the <br />4 <br />Public Works Director on a plan for transition of the recycling operations to Public Works. As <br />5 <br />rd <br />Public Works Director Duane Schwartz mentioned during the discussion on June 3, there are <br />6 <br />additional needs in the Public Works Department to have additional staff to address <br />7 <br />environmental and sustainability issues. Mr. Schwartz has outlined some of those needs in <br />8 <br />Attachment A. <br />9 <br />With the potential shifting of recycling operations to Public Works, there needs to be discussion <br />10 <br />on the overall organization structure of the Administration Department. The removal of <br />11 <br />recycling operations from the Administration Department provides for an opportunity to look at <br />12 <br />how the department can best be structured to serve the residents, City Council, and internal City <br />13 <br />staff. <br />14 <br />Currently, the Department has 5 full time employees and one part-time employee. The <br />15 <br />Department also oversees several part-time Video Production Assistants to assist in televising <br />16 <br />City meetings.
