REQUEST FOR CITY COUNCIL ACTION <br />6/10/2013 <br /> DATE: <br /> ITEM NO: 14.d <br />Department Approval: City Manager Approval: <br />Item Description: Update and Discuss Developer Open House Requirement for Land <br />Divisions <br />B <br />ACKGROUND <br />1 <br />At the work-session of June 3, 2013, the City Council directed the City Planner to <br />2 <br />look into the appropriate process for expanding the requirement to hold a <br />3 <br />developer open house specific to land divisions greater than three lots. <br />4 <br />Section 1009.07 (Developer Open House Meetings) is where the requirements are <br />5 <br />found for conduction an open house, including the current requirement for interim <br />6 <br />use and zoning map change applications. A review of this section with the City <br />7 <br />Attorney concludes that the best solution for expanding the required open house <br />8 <br />process for land divisions is to include language in subsection 1009.07A <br />9 <br />(Purpose). <br />10 <br />Based on consensus and direction by the City Council, the City Planner would <br />11 <br />recommend inserting “land division greater than 3 lots” directly after “zoning <br />12 <br />map change, as provided below. <br />13 <br />1009.07 Developer Open House Meetings <br />14 <br />Purpose: <br />A.Certain proposals or applications for development may constitute significant <br />15 <br />departures from the present or historical use and/or zoning of a property. Prior to <br />16 <br />,or land <br />submitting an application for approval of an interim use or zoning map change, <br />17 <br />divisions greater than 3 lots, <br /> therefore, an applicant shall hold an open house meeting <br />18 <br />with property owners in the vicinity of the potential development location in order to <br />19 <br />provide a convenient forum for engaging community members in the development <br />20 <br />process, to describe the proposal in detail, and <br />21 <br />to answer questions and solicit feedback. <br />22 <br />Timing: <br />B.The open house shall be held not more than 30 days prior to the submission <br />23 <br />of an application for approval of a proposal requiring a developer open house meeting <br />24 <br />and shall be held on a weekday evening beginning between 6:00 p.m. and 7:00 p.m. and <br />25 <br />ending by 10:00 p.m. <br />26 <br />Location: <br />C.The open house shall be held at a location in or near the neighborhood <br />27 <br />affected by the proposal, and (in the case of a parcel situated near Roseville’s <br />28 <br />boundaries) preferably in Roseville.
