PROJECT FILE 0017 <br />1 <br />Request by Roseville Planning Division for a ZONING TEXT CHANGE to Chapter 1006 of the City <br />2 <br />Code to eliminate the size limitation unintentionally applied to motor vehicles that may be repaired <br />3 <br />in the Industrial Zoning District (PROJ-0017) <br />4 <br />Chair Gisselquist opened the Public Hearing for Project File 0017 at 9:35 p.m. <br />5 <br />Associate Planner Bryan Lloyd reviewed this requested ZONING TEXT AMENDMENT as detailed in <br />6 <br />Attachment A of the staff report dated May 1, 2013. Mr. Lloyd also referred members to a correction in <br />7 <br />Table 1006-1 of Attachment A in the “standards” column that was intended to be deleted upon approval of <br />8 <br />this revised language for repair of large motor vehicles, as recommended. <br />9 <br />Discussion included the inadvertent restriction on size of vehicles in Industrial Zoning Districts only; this <br />10 <br />use being the primary use on a property within this zoning classification; and existing versus new uses. <br />11 <br />Member Daire sought assurance that, in policing the government’s own facilities, the City of Roseville’s <br />12 <br />Public Works Department’s ongoing maintenance of their larger vehicles was appropriate within the City <br />13 <br />Campus zoning classification. <br />14 <br />Mr. Lloyd noted that the Public Works Department’s repair work was not the principal use on site, and that <br />15 <br />they would also fall under the Institutional Zoning District as a Conditional Use for those properties (Table <br />16 <br />1007-2-Institutional Zoning Districts) as an existing not new use. <br />17 <br />Further discussion included industrial machinery (e.g. front end loaders) sold at a dealership on Snelling <br />18 <br />Avenue; trucking firms currently occupying industrial areas and on-site repair of larger vehicles and <br />19 <br />equipment; and legally non-conforming uses from previous Industrial Zoning Districts; and whether <br />20 <br />railroad locomotives would also fall under this category, with staff confirming it would as there were no <br />21 <br />size limits addressed under the definition portion. <br />22 <br />Chair Gisselquist closed the Public Hearing at 9:45 p.m.; no one appeared for or against. <br />23 <br />MOTION <br />24 <br />Member Daire moved, seconded by Member Cunningham to recommend to the City Council <br />25 <br />APPROVAL of the proposed ZONING TEXT AMENDMENT to Chapter 1006 of the City Code to <br />26 <br />eliminate the size limitation unintentionally applied to motor vehicles that may be repaired in the <br />27 <br />Industrial Zoning District; as detailed and based on the comments and findings of Section 4-6, and <br />28 <br />the recommendation of Section 7 of the staff report dated May 1, 2013. <br />29 <br />Ayes: 7 <br />30 <br />Nays: 0 <br />31 <br />Motion carried. <br />32 <br /> <br />
