The current repair services that are allowed in the Industrial District are <br />72 <br />limited to vehicles not larger than ¾-ton. This is an accident of the definition <br />73 <br />of the use, and the code should be amended as necessary to allow for the <br />74 <br />repair of semi tractors and other large vehicles <br />75 <br />Should the City Council (by consensus) determine that these proposed <br />76 <br />amendments can move forward for adoption, the Planning Division would place <br />77 <br />said items on a June City Council agenda, under the consent category, for final <br />78 <br />action. <br />79 <br />FI <br />UTURETEMS <br />80 <br />The Planning Division has 6 zoning text amendment on the June 5, 2013 Planning <br />81 <br />Commission docket for hearing and recommendations. A brief synopsis of each <br />82 <br />is provided below: <br />83 <br />Consider changes to trash/recyclable and drive-thru locations; currently <br />84 <br />trash/recyclables are allowed in front yards with screening, and a drive- <br />85 <br />through is not. <br />86 <br />Consider modifications to the Commercial and Mixed Use Districts specific to <br />87 <br />garage doors, loading docks and drive-thus where flexibility on location is <br />88 <br />allowed versus strict (as current) when a parcel/property has more than one <br />89 <br />adjacent public street. <br />90 <br />The zoning code allows commercial properties of all descriptions to have <br />91 <br />accessory buildings, but specific setbacks and design standards have yet to be <br />92 <br />included and need to be created. <br />93 <br />Outdoor storage is treated by the Zoning Ordinance as though its effects are <br />94 <br />similar even though the impacts of aggregate piles, construction equipment, <br />95 <br />fleet vehicles, or pallets of finished goods may all be different from one <br />96 <br />another. Planning Division staff would propose to regulate those different <br />97 <br />kinds of outdoor storage differently to recognize their different characteristics <br />98 <br />and impacts. Also, outdoor storage of any kind is limited to industrial <br />99 <br />districts, but perhaps it’s worth considering allowing some of the more benign <br />100 <br />kinds of outdoor storage in other business/commercial districts as well. <br />101 <br />The zoning code has a blanket prohibition of corrugated metal as a siding <br />102 <br />material, which is a carry-over from previous versions of the code. Planning <br />103 <br />Division staff believes the prohibition is meant to exclude typical bole-barn <br />104 <br />type buildings with just a thin metal skin, but there is not any language that <br />105 <br />allows for heavier architectural metal siding materials that may also feature <br />106 <br />ribs that bear resemblance to pole-barn siding. <br />107 <br />The zoning code, within Section 1004.05 One- and Two-Family Design <br />108 <br />Standards, includes regulations regarding forward-facing garage doors that the <br />109 <br />Planning Commission desired additional consideration and/or flexibility in <br />110 <br />instances where meet the requirement has been deemed difficult or unrealistic. <br />111 <br />RCA_Discussion2_ZOAmdts_060313.doc <br />Page 3 of 4 <br /> <br />
