SECTION I <br />GENERAL INFORMATION ABOUT THE CITY OF ROSEVILLE <br />The City of Roseville, Minnesota is in the process of recruiting for an experienced City Manager <br />responsible for strong leadership and vision of this suburban community. The former City Manager <br />is resigned after 6 years of service. <br /> <br />The City Council is seeking a qualified and experienced executive search firm that will conduct a <br />national recruitment effort and which specializes in public sect <br />metropolitan municipalities. <br /> <br />The new City Manager should be an enthusiastic, dynamic, and innovative leader, with excellent <br />communication skills, financial acumen, and the ability to work collaboratively with the incumbent <br />Mayor and four elected officials, as well as with residents, partnering agencies and staff. <br />THE COMMUNITY <br />The City of Roseville (population 34,000+) prides itself on safe communities, strong neighborhoods, <br />award winning parks and recreation programs, growing economic base and low City taxes. <br />Its ideal location and healthy economic history make Roseville a popular area where business and <br />industry thrive. Businesses located in the City employ more than 35,000 people, equivalent to the <br />number of Roseville residents. The City has an unemployment rate of approximately 5.0%. <br />One of RosevilleÔs primary economic goals is to maintain its strong commercial tax base by <br />attracting and maintaining quality businesses. The City provides a superior environment for <br />business with amenities such as improved and well-maintained roa <br />convenient access to highways and transportation, excellent visibility and a strong labor pool. <br /> <br />Roseville has kept its tax rate among the lowest in the metropol <br />fiscal management, balanced residential and commercial tax base, sound investments and <br />government-community partnerships, the City offers an array of amenities while limiting taxes. City <br />taxes account for only about 25% of a residentÔs property tax. The school districts, Ramsey County <br />and special taxing districts comprise the balance. <br /> <br />PROFILE <br /> <br />The CityÔs current financial credit and bond rating is AA1. Roseville has long been rated in the AA <br />category by both MoodyÔs Investors Services and Standard and Poors, which places it in the top 6% <br />of all governmental agencies in North America. <br /> <br />More than 60% of the housing units in Roseville are single-family dwellings, ranging from starter to <br />upscale homes. Townhome, condominium and apartment complexes make up the rest. Almost 20% <br />of RosevilleÔs land area is dedicated to parks, lakes, golf courses, ball fields and nature center. <br />Roseville also features 60 miles of trails and the Guidant John Rose Minnesota OVAL, home to one <br />of the largest refrigerated ice surfaces in the world. <br /> <br />Roseville is served by two school districts consistently ranked among the best in the state: <br />Roseville Area Schools and Mounds View School Districts. Most of <br />School District which has six elementary schools, one K-8 choice school, one middle school for <br />grades 7-8 and one high school for grades 9-12. The City is also home to four private schools and a <br />four-year college. <br /> <br /> <br />
