SECTION III <br />PROPOSAL SPECIFICATIONS <br />Interested firms are invited to submit a response to the Human Resources Manager Eldona <br />Bacon. The information requested from firms is as follows: <br />1. General statement of experience in public executive recruitment, specifically <br />addressing: <br />a. Recent experience in recruitment and placement of city managers in <br />Minnesota. <br />List all by state and city in the past 3 years <br />b. Up to 5 references of clients for city manager positions in the past 3 years, <br />preferably in Minnesota. <br />2. Brief description of the firm’s philosophy/approach to communication with clients to <br />keep them informed. <br />3. Description and methodology to be used for the following services with cost <br />associated for each service and any options to choose from in performing each of the <br />services: <br />a. Screening applications to develop a pool of best qualified candidates for the <br />interview/selection process. <br />b. Designing and facilitating initial screening interview/selection process using <br />profile criteria to develop a short list of 5-7 candidates. <br />c. Recommend a “short list” of 5-7 candidates for personal interviews with the <br />stakeholder panels with reasoning criteria. <br />d. Designing and facilitating City Council presentation of finalists <br />e. Conduct reference and background checks on the finalist group as accepted by <br />City Council <br />e. Any other services that might be proposed by the firm <br />4. Designation of individual who will be responsible for search, his/her qualifications <br />and how many other searches he/she will be coordinating during the duration of this <br />project. <br />5. Summary of guarantee offered by your firm. <br />6. The not-to-exceed fee for performing the work, including out-of-pocket expenses. <br />Include a breakdown of this showing the hours to be worked by category of <br />personnel, hourly billing rate, estimated out-of-pocket expenses, and total cost. <br />Indicate the fee payment schedule. <br />7.Statement that the firm shall comply with all applicable local, <br />codes, provisions, and regulations. <br />8. Additional information that you feel would be useful in evaluating your firm. <br />9. Analysis of a schedule and what would be needed from the City based on the <br />following: <br /> <br />
