The City Manager has overall responsibility for organizational and human resources <br />management of all City Staff and consultants; and is responsible for the establishing, directing, and <br />managing of all functional areas of the City through department heads. The City Manager is <br />responsible for delivering quality service to citizens and is responsible for compliance with all <br />legislative, judicial and administrative obligations established by higher authority. <br />Scope of Responsibility: <br />The City Manager reports directly to the Mayor and City Council and is directly or indirectly <br />responsible for all functions, divisions, and services of the City and is responsible for strategic, <br />operational and financial performance of all units of the entire organization. This position <br />formulates the strategic direction of the City in keeping with the overall organizational mission, with <br />board guidance. The City Manager solves complex technical or strategic problems; applies <br />technology or business approaches in new ways; develops and recommends new business <br />alternatives. Interaction is frequent to negotiate critical agreements and establish overall tone and <br />content for mass communications, requiring a well-developed sense of strategy and timing, plus <br />sensitivity to diverse audiences. Relationships built affect the overall organization work environment <br />(culture) and/or the overall customer base and general public (reputation). <br />Essential Duties and Responsibilities: <br />1.Using knowledge of the scope of services provided by local government and personal leadership <br />skills the Manager communicates with the City Council to develop priorities for new and <br />existing activities of government. <br />Evaluates services provided by the City and develops options for improving services <br />or matching services more closely to citizen needs. <br />Educates the City Council about City services and presents optional approaches for <br />improvement of services. <br />Directs research at the request of the Council and presents analysis of the strengths <br />and weaknesses of various options. <br />Seeks to identify common ground among competing interests and facilitates a <br />productive working relationship among staff and Council. <br />city manager 10-12.doc5/30/2013 Page <br />1 of 3 <br /> <br />
