In terms of the <br /> HRA function, Councilmember McGehee opined that it appeared to be very well <br /> organized and well-run; however, she further opined that the other portion of his <br /> role with development was not necessarily as well positioned, particularly the <br /> housing portion. Councilmember McGehee opined that she preferred to see Mr. <br /> Trudgeon and his team continue to focus on that development aspect to ensure the <br /> Dale Street project and process was remained as their top priority, since it was a <br /> first for the community; and to continue working aggressively on the Twin Lakes <br /> Redevelopment, now that the zoning and Wal-Mart portions are in place. Coun- <br /> cilmember McGehee noted that the major Twin lakes discussions hadn't even yet <br /> begun, and opined that it was a big deal for the community, and required someone <br /> to work effectively with developers; and expressed her interest in Mr. Trudgeon <br /> continuing to concentrate on that aspect of his job. Councilmember McGehee <br /> opined that Mr. Trudgeon had a personality that was wonderfully well-suited to <br /> the job he's currently performing, specifically working with developers; and ques- <br /> tioned if there was anyone else in the Community Development Department who <br /> could fill that particular role at this time. <br /> Councilmember Laliberte advised that she had taken time to speak to four(4) City <br /> Department Heads earlier today to determine their interest in the interim and per- <br /> manent positions; and opined that Mr. Trudgeon was a great choice for the City of <br /> Roseville in either role. As she was also aware of someone else interested in the <br /> permanent position, Councilmember Laliberte advised that, therefore, she would <br /> not want to give anyone an edge for the permanent position. Having recently par- <br /> ticipated on an executive search committee in her job, Councilmember Laliberte <br /> noted that there had been two internal candidates and the entire process had not <br /> worked out well; and she was very cognizant of trying to avoid that type of situa- <br /> tion for the City and its staff. <br /> Councilmember Willmus opined that Councilmember Laliberte had raised a good <br /> point, and stated that he had also talked to Public Works Director Duane <br /> Schwartz, Finance Chris Director Miller, and Community Development Director <br /> Patrick Trudgeon when first entering into this process, as he sought someone who <br /> could take on this role and be a good caretaker for the City during the interim. <br /> Councilmember Willmus advised that he had not found any of them with an <br /> overwhelming passion to take on that role; however, he offered his support of Mr. <br /> Trudgeon on an interim basis. Regarding the initiatives spoken of by Coun- <br /> cilmember McGehee, Councilmember Willmus concurred that there was a vital <br /> role to be played in those initiatives on the part of the HRA and Community De- <br /> velopment Department staff, as well as on the part of the City Manager. Coun- <br /> cilmember Willmus opined that it was vital that the City Manager be involved in a <br /> number of those initiatives, and further opined that Mr. Trudgeon was well-suited <br /> to fulfill that role from both perspectives. <br />
