Regular City Council Meeting <br /> Monday,June 03, 2013 <br /> Page 16 <br /> this would reduce costs for the City as well, to only have a staff person go to the <br /> site when called by those volunteers. <br /> At the request of Mayor Roe, Mr. Trudgeon advised that a more realistic <br /> timeframe for staff to report back to the City Council would be in July of 2013 at <br /> the earliest. <br /> Councilmember McGehee noted that the City already had the document, it just <br /> needed to come up with enforcement for it. <br /> Councilmember Etten elaborated by noting the need for staff to determine how <br /> the departments would work with each other on an enforcement model. <br /> With members of the public in attendance, Councilmember McGehee suggested <br /> that the City Council hear their comments at this meeting. <br /> While Mayor Roe's intent was to hear that public comment, he prefaced those <br /> comments by advising that those comments be taken with the understanding that <br /> they were very preliminary considering there was not yet anything to comment on <br /> until provided by staff; and asked that the extent and length of those comments be <br /> respectful of the many other items on tonight's agenda. <br /> Councilmember Willmus suggested that future work sessions provide for public <br /> comment at the beginning of the meeting, no matter if an item is included on the <br /> agenda or not, rather than during discussions. <br /> Mayor Roe stated, in terms of City Council work session discussions, the public <br /> needed to understand that public testimony was being heard on conceptual versus <br /> action documents for those responses. Mayor Roe cautioned that by not having <br /> anything specific to respond to, it simply ate into the time designated and allotted <br /> for City Council and staff dialogue to move items forward. <br /> Public Comment <br /> Jody McElroy,905 Millwood Avenue <br /> Ms. McElroy expressed her five (5) major concerns or comments, tying into to- <br /> night's discussion, as included in previous written comment provided at the May <br /> 20, 2013 regular business meeting. <br /> Ms. McElroy opined that having an open house would have been helpful to their <br /> neighborhood, based on the time available for their notification and review of the <br /> preliminary plat, creating a huge learning curve for lay people before the Planning <br /> Commission's public hearing. Ms. McElroy stated that the process had caused <br /> her trust in City staff to be waylaid; as the plat had been recommended and ap- <br /> proved by the Planning Commission without tree preservation included, not only <br /> for the development site itself but the adjacent properties, including no identifica- <br />
