Ms. McElroy expressed her disap- <br /> pointment from the last City Council meeting that there had been no site review <br /> by staff, and yet the plat had been approved. <br /> In response to Ms. McElroy's concerns, Mayor Roe clarified with Mr. Paschke <br /> that a tree preservation plan was a required part of the preliminary plat approval <br /> process; however, from staffs perspective, it remained a working document, and <br /> if the City Council has specific concerns, it would direct staff to look into those <br /> and resolve the issues. Mr. Paschke stated that it should be kept in mind that the <br /> City is reliant, as with any submittal information required by City Code and <br /> whether during construction or when finished, similar to the tree preservation or- <br /> dinance, with the developer required to follow City Code. While not always <br /> available to be on-site, Mr. Paschke reiterated the reliance on the information be- <br /> ing provided by the developer and recourses available, with staff performing a <br /> walk through prior to final approval in accordance with plans submitted and ap- <br /> proved. <br /> Mayor Roe clarified that the preliminary plat level was basically verifying lot di- <br /> mensions, setbacks, and the broader, larger scale issues; allowing staff to address <br /> those areas requiring additional focus. <br /> Councilmember McGehee opined that the tree preservation plan should be de- <br /> fined as part of the preliminary plat application process and available as part of <br /> the open house and neighborhood discussions with the developer in advance, so <br /> any issues can walk the site together and find a resolution. <br /> Mr. Paschke concurred that, if the direction was to hold open houses as part of the <br /> subdivision process, the tree survey was one of the documents that should be <br /> available, including water, sewer and road layouts, grades, types of homes pro- <br /> posed, and any other information available upfront, noting that the preliminary <br /> plat itself didn't show anything beyond lot lines. <br /> Mayor Roe concurred that the tree survey and other information should be part of <br /> the application process. <br /> Mr. Trudgeon concurred, clarifying that it would be in a conceptual or prelimi- <br /> nary way; and advised that staff would have further discussions on the details <br /> based on tonight's discussion. <br /> Councilmember Laliberte stated that the City provided customer service and that <br /> the developer or applicant wasn't the only customer, but also its residents. When <br /> she became aware of some of the issues with the proposal before it came to the <br /> City Council, Councilmember Laliberte advised that she had personally reviewed <br />
