Regular City Council Meeting <br /> Monday,June 03, 2013 <br /> Page 21 <br /> was the rationale in the revised language for Attachment D that they only be al- <br /> lowed in the Industrial District. <br /> Regarding the lack of height requirement, Mayor Roe opined that he was not con- <br /> vinced that there should be unlimited height allowances. <br /> At the request of Councilmember Willmus, Mr. Trudgeon advised that he could <br /> provide no response to the rationale for not having a height restriction other than <br /> that was how it had been on the books for the duration; with no problems coming <br /> forward to his knowledge. <br /> Mr. Paschke noted that there was an exception clause, if there were any issues or <br /> concerns the Community Development Department has the ability to review it if <br /> there appeared to be adjacent impacts. <br /> Councilmember Willmus expressed an interest in finding models from other <br /> communities. <br /> Mayor Roe concurred, and opined that as soon as staff was required to decide on a <br /> height, it put them in a position the City Council did not want them in. <br /> Councilmember Etten opined that too tall was subjective, and allowed for grey ar- <br /> eas. Councilmember Etten opined that something was needed that allowed a <br /> check on the process and to determine if there was an industry standard, based on <br /> strength or capacity issues; or based on the technical aspects of a particular busi- <br /> ness. <br /> Mr. Paschke concurred, noting that a water tower was a good example, since they <br /> were often located in residential areas, and were a certain height based on pres- <br /> sure needs; but then there was a need not to treat a church spire as one would a <br /> water tower, and if you were going to put limits on, you needed to do so in all ar- <br /> eas. <br /> Mayor Roe further noted that a short industrial silo could be installed on top of a <br /> building for processing materials and also needed to be taken into account, even <br /> though it may not make a difference in the Industrial District. <br /> At the request of Councilmember Etten, Mayor Roe suggested that staff determine <br /> if they needed to have a height restriction on each exception listed. <br /> Initiation of Zoning Changes <br /> Councilmember McGehee questioned the rationale for "community planning" <br /> language; Mr. Paschke responded, with concurrence by City Attorney Bartholdi, <br /> that the language was generic based on State Statute and referred to any planning <br />
