Regular City Council Meeting <br /> Monday,June 03, 2013 <br /> Page 22 <br /> agency typically managed by the Community Development Department, whether <br /> the Planning Commission or staff <br /> At the request of Mayor Roe, Mr. Trudgeon clarified that the petition process was <br /> per City Ordinance rather than State Statute; with City Attorney Bartholdi speak- <br /> ing in support of the petition process as outlined. <br /> Mayor Roe noted that the provision for property owner petitions for zoning <br /> changes on adjacent properties had been added to the 2010 update of the Zoning <br /> Ordinance; with Mr. Lloyd clarifying that the provision was a legacy of previous <br /> versions of City Code and not something new having been added. <br /> Vehicle Storage <br /> Councilmember Laliberte also brought forward considerations regarding parking <br /> of recreational vehicles, boats and other vehicle storage on the streets and on resi- <br /> dential properties. <br /> Mr. Trudgeon clarified that a boat stored/parked on a street was not against cur- <br /> rent City Ordinance unless determined to be a traffic nuisance; and even though <br /> some people would dispute the notion, he suggested that the ordinance be limited <br /> to a certain number of hours for that storage. <br /> Councilmember Willmus suggested a more comprehensive look at City Code, ad- <br /> dressing those items not allowed for parking on the driveway if greater in length <br /> that 20', when the right-of-way from most residential garages to the street ex- <br /> ceeded 20'; and may need revamped, accommodating the homeowner and get the <br /> boat off the street where it could cause problems. While having no resolution to <br /> offer, Councilmember Willmus noted other areas of code that were in conflict for <br /> parking allowed on the street but not on driveways; and suggested a blanket al- <br /> lowance or not allowing them at all. <br /> Mayor Roe concurred that there were inconsistencies in current code; and that <br /> specific language was needed to address some of those inconsistencies based on <br /> today's realities. <br /> Discussion ensued regarding facilitating that storage versus creating or eliminat- <br /> ing safety hazards; front yard storage except on improved surfaces; original intent <br /> of the language to address vehicles exceeding a certain length; trailers at residen- <br /> tial properties used for livelihood but not allowed to avoid commercial storage in <br /> residential areas to avoid their domination; and distinctions between zoning and <br /> code enforcement issues. <br /> Mayor Roe suggested that the community be involved significantly in those dis- <br /> cussions to reflect current community standards. <br />
