Regular City Council Meeting <br /> Monday,June 03, 2013 <br /> Page 23 <br /> While not looking to tell residents what they could or could not do on their own <br /> property, Councilmember Laliberte noted that this appeared to be an ongoing <br /> problem with a significant history of not being addressed; and expressed her con- <br /> fidence that this current City Council and current staff could commit to address it. <br /> Mayor Roe noted that, like many other discussions, there were quick fixes and <br /> long-term issues, including inoperable vehicle definitions and other items that <br /> needed to reflect community standards. <br /> Councilmember McGehee opined that there should be a policy; with Mayor Roe <br /> noting that the challenge was to determine what was the right policy. <br /> Councilmember Willmus opined that it needed a longer review. <br /> Mr. Trudgeon noted that there were a number of public hearings for similar items <br /> scheduled for the upcoming Planning Commission meeting, but advised that some <br /> of those things were of a preliminary nature and would require an open house and <br /> subsequent public hearing. <br /> With Mayor Roe questioning if it was a good idea to touch base with the City <br /> Council prior to the Planning Commission process to determine the validity of <br /> some items moving forward, Councilmembers Laliberte and Etten expressed their <br /> trust in the Planning Commission process. <br /> Councilmember Willmus opined that this City Council was good at reaching out <br /> to staff with any concerns. <br /> Mr. Trudgeon noted that each of these items was brought to the City Council's at- <br /> tention in February of 2013 as a preliminary way to alert them to those issues <br /> coming forward in the work plan; and encouraged Councilmembers to review that <br /> document to determine if something needed more City Council attention before <br /> coming before the Planning Commission and to alert staff accordingly. <br /> Mr. Paschke concurred, seeking City Council direction specifically for those <br /> items of a technical nature; and recognized that the Subdivision and/or Shoreland <br /> ordinances would require outside assistance form a consultant, due to the much <br /> different and time-consuming process needed. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 8:13 p.m. and reconvened at approximately <br /> 8:21 p.m. <br /> c. Discuss Twin Lakes Zoning Code <br /> Mr. Trudgeon briefly reviewed the RCA, noting the expiration of the AUAR last <br /> fall and City Council determination to have further discussion on what was pre- <br /> ferred for the Twin Lakes Redevelopment Area before entering into further envi- <br /> ronmental review.
