Regular City Council Meeting <br /> Monday,June 03,2013 <br /> Page 26 <br /> Councilmember Laliberte observed that Block 10 on the displayed map abutted <br /> residential properties, with Mr. Paschke clarifying that zoning for that parcel was <br /> guided HDR, one of only two parcels not guided CMU. (Block 8 and 10). <br /> Mayor Roe advised that his concern about the buffering between uses near resi- <br /> dential versus commercial uses by that HDR designation. <br /> Councilmember Willmus explained what had sparked his interest in unique zon- <br /> ing for Twin lakes to take a step back from CB and part of CMU was to address <br /> other areas of the community in and around Rosedale and Har Mar Mall to pro- <br /> vide subtle distinctions and protections to guide future redevelopment; and to ad- <br /> dress those grey areas in the Twin Lakes Redevelopment Area. <br /> Mr. Trudgeon sought Council consensus to provide direction to staff to explore a <br /> Twin Lakes Zoning District and how it could look, by filling in uses and stand- <br /> ards. <br /> Mayor Roe questinoed whether the same goal could be accomplished by zoning <br /> parcels in that area with a non-retail component as per zoning districts, thus the <br /> CMU associated zoning designations beyond retail. If a separate Twin Lakes <br /> zoning district was created, Mayor Roe opined that it would need very clear and <br /> distinct definition, and maybe include sub-districts. <br /> Mr. Trudgeon questioned if there should be a separate or special process for Twin <br /> Lakes differing from regular review; and noted that having different standards or <br /> a separate zoning district would assist the City in accomplishing that. <br /> Discussion included the ability to add or subtract things through use of sub- <br /> districts; and preferred distinctions around the lake that would be easier to ac- <br /> commodate. <br /> Councilmember McGehee opined that she had no problem asking those Twin <br /> Lakes property owners for their advice, as the City knew what it wanted (e.g. <br /> green space and new ideas), further opining that the City wasn't offering any new <br /> ideas, but didn't allow any wiggle room with the current regulating map. If the <br /> City wanted housing around Langton Lakes, Councilmember McGehee suggested <br /> that it was reasonable to contact those property owners. While the original con- <br /> cept was an urban model requiring sharing of space, Councilmember McGehee <br /> opined that that plan had been essentially eliminated with the current regulating <br /> map taking away that option and departing from the original intent. <br /> Mayor Roe questioned if Councilmember McGehee's conclusion was actually in <br /> agreement with the regulating map itself. <br />
